The International Operations Manager (IOM) leads strategic planning and management of UNFPA operations in Jamaica, overseeing financial, procurement, IT, travel, logistics, and common services. The role supports the delivery of the UNFPA country programme and ensures operational efficiency, compliance, and safety of staff and premises.

Responsibilities

  • Lead strategic planning for UNFPA operations, setting management targets and outsourced services.
  • Ensure effective, transparent, and compliant operations delivery in financial, procurement, ICT, travel, logistics, and common services.
  • Supervise operations staff with performance appraisal and leadership approaches supporting growth and accountability.
  • Oversee official travel, logistics, premises management, and monitoring of results in collaboration with programme staff.
  • Monitor financial exception reports and alert HQ to unusual transactions.
  • Coordinate HR administration as Human Resources Focal Point, providing advice and liaising with HR Business Partner.
  • Support development and management of common services with other UN organizations.
  • Drive compliance with UN Minimum Operating Security Standards and represent UNFPA in Security Management Team.
  • Represent UNFPA in Operations Management Team meetings ensuring value for money and best business practices.
  • Represent UNFPA in inter-agency administrative meetings and promote client-oriented approach among operations staff.
  • Identify new approaches to enhance UNFPA delivery capacities, professional management and cost effectiveness.
  • Carry out other duties as required by the Country Representative, Regional Office management or Headquarters.

Requirements

  • Postgraduate university degree in Public Administration, Business Administration, Economics, Management or related field.
  • Five (5) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting.
  • At least 3 years’ experience in managing teams in a complex organizational setting.
  • Ability to build strong relationships with clients, focus on impact and results, and respond positively to feedback.
  • Solid knowledge in procurement, financial and human resources management, contract, asset, and information and communication technology.
  • Ability to lead business process re-engineering, implement new systems, and positively affect staff behavioural/attitudinal changes.
  • Ability to lead strategic planning, results-based management and reporting, formulation and monitoring of projects/programmes.
  • Experience in international development and dedication to the principles of the United Nations.
  • Field experience is essential; humanitarian context is an asset.
  • Demonstrated ability to sustain and advance current partnerships.
  • Demonstrated ability to provide strategic vision and focus by successfully communicating and implementing priorities based on clear deliverables.
  • Demonstrated ability to take responsibility for team decisions, providing rationale as appropriate.
  • Demonstrated ability to provide team managers with needed direction to achieve results and hold them accountable.
  • Fluency in English is required.
