See your match score & applyThe International Operations Manager (IOM) provides strategic leadership and advice on all aspects of operations in the Regional Office and supports Country Offices in the region. The role ensures smooth functioning, well-managed and results-oriented operations to facilitate programme implementation and delivery.
Responsibilities
- Provide strategic direction for UNFPA operations within the region ensuring effective, efficient, timely and transparent operations.
- Ensure annual and longer-term management targets are met at corporate, regional and Country Office levels.
- Monitor and guide implementation of internal control mechanisms to prevent fraud and mismanagement.
- Act as regional audit focal point and support internal and external audit work and verification missions.
- Determine optimal techniques/processes for improving business operations effectiveness and efficiency.
- Build capacity of operations staff through coaching and mentoring on all aspects of operations management.
- Create a learning environment and institutionalize learning opportunities within the Regional Office.
- Support Country Offices in implementing efficiency agenda in coordination with FASB.
- Provide oversight and advisory services on operations issues to Country Offices.
- Keep abreast of industry standards and share best practices and knowledge.
- Represent the region in working groups and committees at Headquarters and regional levels.
- Participate in corporate initiatives on operational efficiency, oversight, risk management, innovation and interagency meetings.
- Serve as member of Regional Management Team providing advice and support on operations.
- Oversee operational and staffing requirements for programmes and projects within the region.
- Manage services and team in budget, financial management, facilities, administration, supply and logistics, ICT, safety and security.
- Analyze operational aspects of project inputs and provide feedback on risks and achievements.
- Ensure strategic and efficient management of financial resources with proper controls.
- Develop alternative solutions to meet programme and office objectives when deviations are necessary.
- Maintain optimal staffing and provide strategic advice on office realignment and outsourcing.
- Supervise implementation of corporate financial, procurement and administrative systems and ensure staff training.
- Maintain oversight for timely provision of goods and services, inventory and supplies management.
- Manage UNFPA assets and liabilities ensuring proper inventory control.
- Ensure UNFPA interests in common system activities and participate in inter-agency meetings.
- Ensure corrective actions on audit findings, financial and administrative issues.
- Perform other duties as required by Regional Director/Deputy Regional Director.
Requirements
- Postgraduate university degree in Public Administration, Business Administration, Economics, Management or related field.
- At least seven (7) years of experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting.
- At least 3 years of experience managing teams in a complex organizational setting.
- Ability to build strong relationships with clients and respond positively to feedback.
- Solid knowledge in procurement, financial and human resources management, contract, asset, and information and communication technology.
- Ability to lead business process re-engineering and implement new systems.
- Ability to lead strategic planning, results-based management and reporting, formulation and monitoring of projects/programmes.
- Experience in international development and dedication to United Nations principles.
- Field experience is essential; humanitarian context is an asset.
- Demonstrated ability to sustain and advance partnerships.
- Demonstrated ability to provide strategic vision and focus by communicating and implementing priorities.
- Demonstrated ability to take responsibility for team decisions and provide rationale.
- Demonstrated ability to provide team managers with direction to achieve results and hold them accountable.
- Fluency in English.
