See your match score & applyThe International Operations Manager (IOM) operates under delegated authority from the UNFPA Representative to manage a broad range of operational functions including financial and human resources management, procurement, IT, administration, travel, logistics, common services, and security. The IOM leads strategic planning for UNFPA operations, supervises operations staff, ensures compliance with UNFPA rules, and represents UNFPA in inter-agency coordination and security management.
Responsibilities
- Provide strategic direction for UNFPA operations under delegated authority from the Representative.
- Ensure effective, efficient, timely, and transparent delivery of country programme operations.
- Meet annual and longer-term management targets at corporate and country office levels.
- Improve effectiveness and efficiency of business operations through optimal techniques and processes.
- Share knowledge and promote active participation in management practices within the Country Office.
- Build capacity of operations staff through coaching and mentoring.
- Manage day-to-day UNFPA operations including financial management, human resources, administration, procurement, travel, logistics, and premises.
- Monitor quality and timeliness of services provided by service providers.
- Promote cross-unit teamwork and client-oriented approaches.
- Monitor financial exception reports and alert HQ to unusual activities.
- Provide policy support and advocacy for common services development and management with other UN organizations.
- Ensure safety and security of UNFPA staff and premises, support MOSS compliance, and represent UNFPA in Security Management Team.
- Support partnership building on operational issues and represent UNFPA in inter-agency administrative meetings.
- Identify new approaches to enhance UNFPA delivery capacities and cost effectiveness.
- Perform other duties as directed by the Representative or management.
- Participate actively in local inter-agency coordination to meet UNFPA needs in common systems and services.
Requirements
- Postgraduate university degree in Public Administration, Business Administration, Economics, Management or related fields.
- 7 years of experience in development in governmental, multilateral or civil society organizations in a multi-cultural setting.
- At least 3 years of experience managing teams in a complex organizational setting.
- Ability to build strong client relationships, focus on impact and results, and respond positively to feedback.
- Solid knowledge in procurement, financial and human resources management, contract, asset, and information and communication technology.
- Ability to lead business process re-engineering, implement new systems, and positively affect staff behavioral and attitudinal changes.
- Ability to lead strategic planning, results-based management and reporting, formulation and monitoring of projects/programmes.
- Experience in international development, particularly aligned with UNFPA mandate.
- Field experience is essential; experience in developing or humanitarian contexts is an asset.
- Fluency in English is required; knowledge of other official UN languages is desirable.
