International Consultancy, Activity-Based Costing, Workload Driver Assessment and Pricing Framework

The consultancy aims to refresh and operationalize SCMU’s existing Activity-Based Costing model, conduct a workload driver assessment, and develop an evidence-based pricing framework for SCMU’s supply chain service delivery. The assignment includes estimating full cost of doing business, assessing fee structures, benchmarking, and recommending pricing arrangements for 2027.

Responsibilities

• Review existing ABC model, effort-estimation results, governance framework, fee schedules, budgets, staffing and operational data to confirm methodology and data requirements.
• Update cost pools, activities, client segments, service categories, and allocation assumptions to estimate SCMU’s full cost of doing business including direct and indirect costs.
• Validate people costs and conduct workload driver assessment using effort-estimation baseline and current staffing and workload data.
• Assess current fee arrangements against service delivery, cost base, cost recovery, workload, service complexity and benchmarks; identify gaps and recommend updates for 2027.
• Conduct dedicated Third-Party Procurement costing and pricing assessment including staff effort, client engagement, procurement, contracting, quality assurance, finance, reporting, oversight and financial exposure.
• Develop coherent and operationally feasible pricing framework for 2027 including fee adjustments, differentiated rates, minimum fees, thresholds, caps, complexity adjustments and transitional arrangements.
• Define methodology, data sources, ownership, validation controls, review cycle and approval arrangements for maintaining ABC, workload-driver and pricing framework; prepare implementation roadmap and knowledge transfer.

Requirements

• Advanced university degree in finance, accounting, economics, business administration, supply-chain management, data analytics or another relevant field.
• A recognized professional accounting or management-accounting qualification such as CPA, ACCA, CIMA, or CMA is an asset.
• At least ten years of progressively responsible experience in management accounting, financial modelling, costing, pricing, cost recovery or related advisory work.
• Demonstrated experience developing, refreshing or operationalizing Activity-Based Costing models in complex service-delivery organizations.
• Strong experience in workload, effort, productivity or capacity analysis and in translating operational drivers into cost and pricing models.
• Demonstrated experience reviewing fee structures, undertaking relevant market or institutional benchmarking, and designing percentage-based, fixed-fee, time-based, tiered or hybrid pricing arrangements.
• Advanced proficiency in Microsoft Excel or Google Sheet and financial modelling; experience with Power BI or comparable analytical and visualization tools is desirable.
• Experience with international organizations, the United Nations, public-sector institutions, humanitarian operations or global supply chains is desirable.
• Fluency in written and spoken English is required.
• Strong strategic, analytical and professional judgement, with rigorous attention to data quality, assumptions and internal consistency.
• Ability to translate complex financial and operational analysis into concise, practical and decision-oriented recommendations for senior management.
• Strong stakeholder consultation, facilitation and communication skills and the ability to work effectively across functional and technical teams.
