See your match score & applyThe Finance Analyst provides financial management support to ensure effective planning, monitoring, and utilization of UNFPA resources in compliance with organizational policies and procedures. The position supports programme implementation through financial analysis, guidance, Implementing Partner financial management, and assurance activities, reporting directly to the International Operations Manager.
Responsibilities
- Support the monitoring of the budget implementation for Regular Budget and other resources in close collaboration with program unit.
- Address budgetary issues within the concerned program units, ensure the appropriate budgetary control and provide relevant information requested.
- Integrate financial policies and procedures and provide guidance and training to staff and project managers.
- Monitor the financial dashboard to ensure compliance, quality, and effectiveness of timely financial recording.
- Ensure that CO Financial Accountability Checklists are completed and subsequent certification by the Head of Office is done as per the deadlines.
- Direct the establishment and implementation of adequate internal controls to ensure the integrity of financial transactions.
- Act as work plan manager for the Operational budget ensuring that financial transactions are in compliance with regulations, rules, policies and procedures, and are fully in line with the approved projects, and ensure that financial resources are fully and properly utilized.
- Manage the HR budget by preparing monthly financial report (budget and utilization) including all funding resources to monitor the utilization rate and ensure full compliance with the approved positions per project and ensure accuracy of charging account and project period.
- Prepare salary projection and utilization report to be shared with the senior management for decision making.
- Develop and update a suitable financial tracking tool to ease tracking of financial performance of the CO and facilitate timely corrective actions by program and IP managers.
- Quality assurance and advisory roles in the area of HACT including the monitoring of the OFA aging, financial review of the eFACEs before invoicing, ensures the effective financial recording and compliance with cash transfer to IPs policy, and processes financial transactions in an accurate and timely way.
- Monitor the status of the spot-checks and advise on actions.
- Lead the coordination of the audit and micro-assessment plan to be conducted by the audit firm.
- Serve as the focal point for HACT management and coordinate the implementation of Assurance Plan activities within established timelines, ensuring effective coordination and communication between auditors and Implementing Partners (IPs).
- Act as the primary focal point for the Business Operations Strategy (BOS) Common Finance Service, ensuring effective coordination with HQ and other UN agencies.
- Oversee and facilitate the smooth implementation of the UNFPA preposition, providing guidance, alignment, and follow-through across all relevant stakeholders.
- Monitor and analyze financial transactions, accounting reports and reconciliation of accounts to ensure accurate and current financial information for applicable compliance.
- Contribute to the review of the donor financial reporting in collaboration with program/Finance focal points, before submission to HQ for approval.
- Act as focal point for communication with HQ finance branch for all financial queries.
- Ensure systematic follow-up on IP audit and spot-check recommendations, facilitating their effective implementation.
- Address and resolve identified issues promptly to prevent recurrence of findings.
- Supervise the finance unit ensuring proper mechanism for timely and compliant process of all financial transactions to ensure that UNFPA financial rules, policies and guidelines are followed.
- Oversee all aspects of Year-end-Closure exercise for timely completion of key activities.
- Train, mentor, and supervise junior finance staff within the unit to strengthen their technical capacity, ensure effective performance of assigned responsibilities, and promote adherence to UNFPA financial rules, policies, procedures, and internal control mechanisms.
- Ensure the provision of regular refresher training and capacity-building sessions for Implementing Partners (IPs) to address frequent staff turnover, maintain continuity of financial management practices, and strengthen compliance with UNFPA policies, procedures, and reporting requirements.
- Perform any other tasks as may be required by the International Operations Manager.
Requirements
- Advanced university degree (Master’s degree) in Finance, Accounting, Business Administration with a focus on Finance, Economics, Public Financial Management, or a related discipline.
- Professional certification in accounting/finance is highly desirable, such as: Association of Chartered Certified Accountants (ACCA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA).
- Minimum of 2 years of experience of relevant finance field is required; relevant finance experience at the UN or international organizations is desirable.
- Knowledge of UN financial regulations, IPSAS, HACT, donor reporting, and internal controls would be an advantage.
- Familiarity with UN/UNFPA software, including ERP tools (e.g. Quantum & Quantum+ including Power BI, UNAll).
- Proficient in Microsoft Office Suite, particularly Excel, with the ability to organize, analyze, and visualize data for reporting and learning purposes.
- Proficiency in English and Arabic is required. Proficiency in French is desirable for Chad Corridor.
