The Deputy Representative plays a leading role in the design and delivery of the UNFPA country programme, building partnerships and managing day-to-day operations of the Country Office. The role supports national development efforts to achieve the SDGs and ensures national ownership of the ICPD Programme of Action, focusing on sexual and reproductive health and rights, maternal health, family planning, gender, and youth empowerment.

Responsibilities

  • Develop, manage and monitor the Country Programme in line with strategic plans and national policies.
  • Assess and address implications of national trends on UNFPA work.
  • Expand and diversify UNFPA’s programme portfolio.
  • Provide feedback to regional/global strategic plans.
  • Establish quality standards for project development and delivery.
  • Oversee monitoring and evaluation of programmes and ensure adherence to reporting requirements.
  • Lead integration of UNFPA mandate areas in humanitarian preparedness and response plans.
  • Develop national capacity to deliver on ICPD commitments and provide technical assistance.
  • Promote capacity of national research and academic institutions for evidence-based policy making.
  • Support health system strengthening for universal access to healthcare including SRHR.
  • Articulate strategies to develop capacity for rights-based policies and laws.
  • Engage in dialogue with national partners to promote ICPD agenda implementation.
  • Build and maintain relationships with government and development partners.
  • Advocate for ICPD agenda inclusion in national policies and UN frameworks.
  • Liaise with donors and development partners for resource mobilization.
  • Support communication and visibility efforts for UNFPA.
  • Support management of Country Office including work plans and staff management.
  • Facilitate capacity building and career management of national staff.
  • Demonstrate leadership and performance appraisal approaches.
  • Support humanitarian and preparedness strategic planning.
  • Ensure staff safety compliance with security standards.
  • Carry out other duties as required by the Country Representative.

Requirements

  • Postgraduate university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or related field.
  • 10 years of increasingly responsible professional experience in public administration and international development including programme designing, appraising and management.
  • At least 8 years of experience in population and development, sexual and reproductive health or humanitarian at the international level.
  • Demonstrated ability to refine programme design to align organizational objectives with national priorities and capacities.
  • Experience at national and international level in advocacy and policy dialogue.
  • Excellent media and communication skills to foster partnerships and maintain political relationships.
  • Proven ability to lead teams to achieve high quality results.
  • Experience in international development, particularly in UNFPA mandate areas and dedication to UN principles.
  • Field experience is essential; experience in developing or humanitarian contexts is an asset.
  • Fluency in English and French is required; working knowledge of other UN official languages is desirable.
