Deputy Representative

The Deputy Representative plays a leading role in the design and delivery of the UNFPA country programme, managing day-to-day operations and supervising staff. The role involves partnership building, advocacy, programme leadership, national capacity development, and resource management to support the ICPD Programme of Action and SDGs in Sierra Leone.

Responsibilities

• Develop, manage and monitor the Country Programme aligned with strategic plans and national policies.
• Assess national trends and expand UNFPA’s programme portfolio.
• Provide feedback for global/regional strategic plans.
• Establish quality standards for project development and delivery.
• Oversee programme monitoring, evaluation and reporting.
• Lead integration of UNFPA mandate in humanitarian preparedness and response plans.
• Develop national capacity for ICPD commitments and partner institutions.
• Promote capacity of national research and academic institutions for demographic data use.
• Support health system strengthening for universal access including SRHR.
• Lead strategies for rights-based policies and laws development.
• Engage national partners to promote ICPD agenda implementation.
• Create/improve national capacities for monitoring and learning.
• Foster knowledge sharing and innovation.
• Build and maintain relationships with government and partners.
• Advocate for ICPD agenda inclusion in national policies and humanitarian plans.
• Represent UNFPA in UN country team and inter-agency groups.
• Liaise with donors and development partners for resource mobilization.
• Support communication and visibility efforts for UNFPA.
• Support management of Country Office including work plans and staff.
• Support resource mobilization and budget management.
• Provide leadership and career management for staff.
• Promote performance appraisal and leadership culture.
• Set performance standards and responsibilities.
• Support JPO career issues and programme.
• Support humanitarian and preparedness strategic planning.
• Drive compliance with security standards.
• Perform other duties as required by the Country Representative.

Requirements

• Postgraduate university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or related field.
• 7 years of increasingly responsible professional experience in public administration and international development including programme designing, appraising and management.
• At least 5 years experience in population and development, sexual and reproductive health or humanitarian at the international level.
• Demonstrated ability to refine programme design aligning organizational objectives to national priorities/capacities.
• Experience at national and international level in advocacy and policy dialogue.
• Excellent media/communication skills for partnership and political engagement.
• Proven ability to lead teams to achieve high quality results.
• Experience in international development, particularly in UNFPA mandate and dedication to UN principles.
• Field experience essential; experience in developing, humanitarian context is an asset.
• Fluency in English required; working knowledge of other official UN languages desirable.
