Consultant international pour l'évaluation du projet YES

The consultant will conduct a comprehensive evaluation of the YES project in Benin for the period 2023-2026, providing an independent assessment to stakeholders and UNFPA. The evaluation includes design, fieldwork, analysis, reporting, and dissemination phases to support project implementation and future programming.

Responsibilities

• Design phase: define evaluation framework, conduct meetings, document review, preliminary interviews, determine evaluation approach, refine evaluation questions, develop verification hypotheses, prepare evaluation matrix, define data collection and sampling methods, select stakeholders and sites, develop fieldwork schedule, produce inception report with methodology and tools.
• Field phase: collect information from stakeholders and beneficiary communities, conduct interviews with donors, implementing partners, government, and others.
• Analysis and reporting phase: analyze data using evaluation matrix, triangulate data, produce draft and final reports.
• Dissemination phase: present results to stakeholders.

Requirements

• Master's Degree or equivalent (Bac+5 minimum) in Public Health, Medicine, Epidemiology, Community Health, Reproductive Health, Demography, Health Program Management, Digital Health, or related discipline.
• A Doctorate or specialization in sexual and reproductive health, adolescent and youth health, or public policy evaluation is an asset.
• More than 10 years of professional experience in public health, social development, or international cooperation sectors.
• Proven experience in managing and evaluating complex development projects or programs.
• Demonstrated experience coordinating multidisciplinary teams.
• Strong experience in sexual and reproductive health programs.
• Good knowledge of adolescent and youth programs.
• Experience with sexual and reproductive health and rights/family planning interventions.
• Experience in programs preventing early pregnancies and gender-based violence.
• Good knowledge of human rights and equity-based approaches.
• Experience in digital health innovations including evaluation or implementation of digital health solutions.
• Knowledge of digital tools for communication, awareness, and health service access.
• Experience with digital platforms for youth.
• Understanding of digital health issues, data management, and technological innovation in health sector.
• Conducted or participated in at least 5 project or program evaluations in the last 10 years.
• Led at least 3 final or mid-term evaluations funded by technical and financial partners or UN agencies.
• Experience applying OECD-DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability).
• Excellent mastery of evaluation methodologies.
• Ability to design robust methodological frameworks.
• Mastery of quantitative and qualitative approaches.
• Experience in health data analysis.
• Ability to triangulate data from diverse sources.
• Ability to formulate evidence-based strategic conclusions and recommendations.
• Good knowledge of French and ability to read and understand documents in English.
