See your match score & applyThe consultant will provide high-level strategic expertise to analyze national and institutional reforms affecting the pharmaceutical sub-system and supply chain in the Democratic Republic of the Congo. The role includes identifying sustainable financing opportunities and strengthening national governance, financing, and management capacities of the supply chain to improve availability and accessibility of essential health products, contributing to the reduction of maternal, neonatal, and infant mortality.
Responsibilities
- Analyze national and institutional reforms affecting the pharmaceutical sub-system and supply chain including SNAM, ANAMED, TPS/FPS, CSU and UNFPA global supply chain initiatives.
- Support integration and financing of reproductive health products in national and international financing mechanisms including Global Fund and advocacy for disbursement of Family Planning Compact commitments.
- Develop a strategic roadmap positioning UNFPA to support pharmaceutical sub-system reforms and resource mobilization including organizing resource mobilization roundtables with public, private and technical actors, notably mining companies.
- Identify opportunities to integrate health priorities in mining companies’ charge frameworks to finance or co-finance health infrastructure, qualified human resources, access to care, availability of essential health products and provincial supply system strengthening.
- Contribute to preparation of resource mobilization roundtable and pre-workshop in Lualaba province with local development committees, health zone chiefs and community actors to document supply chain needs related to reducing avoidable maternal, neonatal and infant deaths and orient them towards sustainable financing mechanisms.
- Formulate strategic recommendations to strengthen national governance, regulation, financing and management capacities of the supply chain to improve availability, traceability, accessibility and sustainability of health products.
- Conduct a national capacity assessment of quantification methods for reproductive and maternal health products including new or less used products in DRC.
Requirements
- Master's Degree in public health, pharmacy, health economics, supply chain management or related field.
- Minimum 10 years of experience in strengthening health systems and supply chains.
- Demonstrated expertise in pharmaceutical reforms, health financing mechanisms, and institutional strengthening.
- Proven experience with United Nations agencies, development banks or major international donors.
- Good knowledge of financing mechanisms of the Global Fund, GAVI, World Bank or GFF.
- Experience in resource mobilization and public-private partnerships.
- Experience supporting domestic resource mobilization mechanisms including private sector, mining sector, community charge mechanisms or local development frameworks.
- Experience facilitating multi-stakeholder dialogues involving public authorities, technical and financial partners, private sector, community actors and health structures.
- Good understanding of maternal, neonatal, infant, adolescent and youth health issues and their link to availability of essential health products and supply chain performance.
- Excellent strategic analysis, writing and high-level facilitation skills.
- Experience in sub-Saharan Africa is desirable.
