Consultant Expert International CAPI pour l'appui à la cartographie censitaire numérique RGPH4 Madagascar

The UNFPA, in collaboration with the Government of Madagascar and the World Bank, seeks an international expert consultant to support the validation, optimization, and securing of the CAPI application for the 4th General Population and Housing Census (RGPH-4) digital cartography. The consultant will provide technical assistance before and during the cartographic test phase and contribute to capacity building of national technical staff.

Responsibilities

• Review technical documents produced by the national expert (methodology and other technical documents).
• Conduct a technical review of the CAPI application developed with CSPro and evaluate its functionalities and robustness (architecture, source code, monitoring tools).
• Assess the application's compliance with international standards for digital census cartography.
• Identify critical technical points and propose priority corrections and improvements.
• Provide technical support for implementing necessary adjustments to the CAPI application.
• Evaluate the relevance of integrating artificial intelligence into the tools.
• Support the preparation of the digital census cartography test.
• Contribute to capacity building of INSTAT technical staff on advanced programming and geospatial database aspects.
• Draft a final technical report including recommendations for national deployment of the RGPH-4.

Requirements

• Master's Degree or equivalent in Statistics, Geography, Data Science, Computer Science, Geomatics or related field.
• At least 7 years of experience in developing CAPI applications for national and/or international digital census cartography operations (at least one census).
• Proficiency in CAPI application development tools such as CSPro, ODK, Survey Solution.
• Practical experience with GIS, including handling vector formats (Shapefile, GeoJSON) and offline tiles (MBTiles, TPK).
• Experience in artificial intelligence applied to the domain is an asset.
• Ability to work on complex global projects and communicate effectively with diverse stakeholders.
• Rigor, technological adaptability, and ability to work effectively within short and constrained deadlines.
• Proven capacity to transfer technical skills and collaborate with a national team already in place.
• Fluency in written and spoken French; ability to work in English.
