Consultancy, Procurement Associate (DRC Census & Humanitarian)

The Procurement Associate supports the DRC Census and humanitarian portfolios within the Humanitarian Supplies Team at SCMU. The role ensures end-to-end visibility of commodities bridging global sourcing and delivery requirements, providing strategic procurement support, operational tracking, quality assurance, data analytics, and cross-functional coordination.

Responsibilities

• Support the Humanitarian Supplies Specialist and Humanitarian Supplies Team with strategic procurement including market intelligence, LTA maintenance, and bid analysis for census equipment.
• Work closely with the DRC Country Office to translate census work plans into procurement plans and monitor commodity transactions to identify and remediate bottlenecks.
• Manage the 'Green Light to Ship' process ensuring technical justifications for high-cost IT equipment before transit.
• Facilitate contracting of Third-Party Logistics and monitors to verify quality of census materials at distribution points and coordinate with Product Quality Assurance to ensure compliance with WHO and national guidelines.
• Maintain dashboards tracking spend, lead times, and vendor performance; update the SCMU DRC Control Tower for task force meetings and risk mitigation.
• Act as liaison between DRC Country Office and SCMU Humanitarian Supplies Team, coordinating with regional specialists to flag logistics bottlenecks and align on LTAs.
• Provide technical and administrative support for day-to-day procurement operations and contribute to forecasting and supply planning for humanitarian and census commodities.
• Carry out other duties as required by the Chief, SCMU in consultation with the UNFPA Representative in the DRC.

Requirements

• A University degree at Bachelor Level in Supply Chain Management, Business Administration, Procurement, Logistics, Marketing, International Relations, Development Studies, International Commerce, or equivalent field is an asset.
• A professional Supply Chain Management certification such as Chartered Institute of Procurement & Supply (CIPS) at Level 2 and/or Chartered Institute of Logistics and Transport (CILT-UK) at Level 2 would be an additional asset.
• Minimum of six (6) years of relevant experience in procurement, logistics or supply chain operations is required.
• Hands-on experience working in development and/or complex humanitarian operating environments in low-resource countries with a deep understanding of the unique challenges and regulations specific to these contexts is an added advantage.
• Strong interpersonal skills and capability to develop and maintain broad diversified partnerships are required.
• Experience using Enterprise Resource Planning (ERP) is required.
• Professional written and spoken presentation skills, including for the development of reports, presentations, and the ability to synthesize complex supply chain documents for both technical and non-technical audiences, are an asset.
• Experience working in a matrix organizational structure is an asset.
• Deep understanding of UNFPA’s Strategic Plan (2022-2025/2026-2029) and its application to census processes and supply chain resilience is an asset.
• Familiarity with the Strategy for Family Planning 2022-2030, the Acceleration Plan, and the Strategy and Operational Plan to Scale-up GBV in Emergencies (2023-2025) to ensure procurement aligns with organizational priorities is an asset.
• Knowledge of UNFPA’s Country Classification System (Tier 1, 2, 3) and the Humanitarian Thematic Fund (HTF) to effectively manage high-priority/high-risk procurement for the DRC is an asset.
• Basic knowledge of the principles and operational aspects of sexual and reproductive health commodities in global development and the humanitarian community is an asset.
• Proficiency in ERP systems (Quantum/Quantum+), advanced Excel for dashboarding, and familiarity with ESAR regional logistics is an asset.
• Knowledge of AI and its ethical application, especially Gemini applications, is a strong asset.
• Demonstrated experience in procurement and lifecycle management of specialized census or survey equipment (e.g., IT systems, biometric registration devices, and solar kits) will be considered an advantage.
• Fluency in English and a high working knowledge of French are essential for coordinating with the DRC office.
