The Administrative Financial Assistant contributes to strengthening the office's capacity in the country and ensures effective and efficient use of resources. The role involves timely recording of accurate financial data and compliance with UNFPA guidelines, as well as efficient management of office operations including facilities, supplies, assets, and records.

Responsibilities

  • Contribute to preparation of operational budgets.
  • Prepare accounting distribution of operational costs among different office projects.
  • Ensure efficient processing of financial transactions including payments to suppliers, reimbursements, cost recoveries, and disbursements to partners.
  • Ensure all required documentation is filed according to UNFPA procedures.
  • Review payment reports generated by the system to identify pending or incomplete payments and report discrepancies for follow-up.
  • Establish contact with suppliers for invoice reconciliation.
  • Process travel requests and reimbursements and verify calculations.
  • Support creation of suppliers in the ERP system.
  • Contribute to preparation and presentation of financial tracking lists, certifications, and year-end reports accurately and timely.
  • Verify petty cash fund.
  • Generate financial execution reports.
  • Prepare analyses and reports on financial implementation of various implementing partners.
  • Stay updated with policies, procedures, and systems as indicated by headquarters to ensure office compliance with all applicable policies and regulations.
  • Contribute to strengthening performance of implementing partners through periodic individual and group trainings.
  • Support execution of audit recommendations and improvement of accountability and compliance, including assessment and implementation of measures to prevent fraud and operational risks according to enterprise risk management framework.
  • Perform administrative office functions such as document management, reporting on vehicle and transport use, environmental sustainability measures, and receiving calls and correspondence.
  • Maintain control of received invoices, physical or electronic, and distribute to project assistants for records.
  • Participate in inter-institutional meetings and groups for operations optimization strategy.
  • Support the Administrative and Financial Associate and Management in appropriate activities.

Requirements

  • Bachelor's degree in Accounting/Finance, Business Administration or related field.
  • Minimum of five (5) years of relevant experience in finance or accounting.
  • Proven experience in financial management and implementation of policies and processes.
  • Knowledge of International Public Sector Accounting Standards (IPSAS) or international accounting standards.
  • Proficiency in Microsoft Office applications, especially Microsoft Excel and Word.
  • Experience using ERP systems (e.g., PeopleSoft, Oracle, SAP) or similar computer systems.
  • Ability to prepare analyses and reports and write clearly and concisely.
  • Experience working with UN organizations is an asset.
  • Experience in monitoring financial performance of implementing partners is an asset.
  • Fluency in Spanish is required.
  • Knowledge of English is an advantage.
