See your match score & applyUNESCO seeks an individual consultant to develop a National Framework for Health Promoting Campuses for Higher and Tertiary Education Institutions in Kenya. The role involves evidence review, stakeholder consultations, framework development, tool creation, and validation to scale up sexual and reproductive health initiatives in Kenyan higher education institutions.
Responsibilities
- Review and synthesize relevant global, regional and national frameworks, policies, tools and good practices including the O3PLUS End-line Evaluation Report of 2025
- Facilitate panel discussions and conduct consultative engagements including Key Informant Interviews during the National Stakeholders Forum in Machakos, Kenya
- Develop a draft national Health-Promoting Campuses Framework with guiding principles, priority domains, minimum standards, roles, responsibilities, implementation pathways, and monitoring mechanisms
- Develop practical tools including an institutional self-assessment instrument for Higher and Tertiary Education Institutions
- Facilitate the national validation forum for the draft framework, revise and finalize the framework and tools based on feedback, and present the final framework to relevant government bodies and stakeholders
Requirements
- Advanced university degree in public health, health promotion, education, higher education management, social sciences, development studies or a related field
- At least five years of relevant experience in health promotion, higher education, student health and well-being, institutional systems strengthening or related areas
- Experience developing national frameworks, policies, guidelines or implementation tools - Provide at least 3 samples
- At least 3 years of engagement in higher and tertiary education systems in Kenya or the broader East African region
- Experience conducting multi-stakeholder consultations and facilitating validation or co-creation processes at least 3 reports to be submitted
- Excellent analytical and written communication skills, with demonstrated ability to produce accessible, high-quality technical documents
- Familiarity with health-promoting campus approaches, including the Okanagan Charter, Limerick Framework for Action or the AHPCN Framework – submit at least 1 report with relevant approaches used.
- Strong policy analysis and systems strengthening skills
- Ability to translate evidence and global frameworks into practical, nationally applicable guidance
- Excellent facilitation and stakeholder engagement skills, including with students and marginalized groups
- Sensitivity to gender equity, disability inclusion and cultural context
- Ability to manage a complex multi-stakeholder process and produce high-quality outputs within tight timeframes
- Commitment to participatory approaches and genuine co-creation with national stakeholders
- Good understanding of English.
