The Programme Management Officer will lead strategic coordination of UNEP’s International Methane Emissions Observatory (IMEO), supporting climate change mitigation efforts through programme management, donor coordination, governance, and high-level government engagement. The role involves managing complex global methane projects, facilitating partnerships, and providing analytical and operational support within UNEP's Climate Change Division.

Responsibilities

  • Lead strategic coordination of UNEP’s International Methane Emissions Observatory (IMEO), acting as a central coordination function across IMEO practices, projects, and cross-cutting workstreams.
  • Drive the development, consolidation, and tracking of IMEO’s annual workplan, including establishing performance indicators, monitoring implementation progress, and identifying delivery risks and mitigation measures.
  • Support strategic planning processes, including preparation of internal strategy documents, technical roadmaps, and decision-support materials for senior leadership.
  • Structure and facilitate internal governance processes, including weekly management meetings and all-staff engagements, ensuring effective information flow, documentation of decisions, and follow-up on action items.
  • Coordinate cross-divisional inputs within UNEP and ensure coherence with broader Climate Change Division priorities and global methane mitigation initiatives.
  • Provide ad hoc analytical, coordination, and operational support to the Deputy Director of the Climate Change Division.
  • Manage strategic relationships with donors and key partners, ensuring alignment of priorities, transparency of reporting, and effective communication of results and impact.
  • Support the development and execution of IMEO’s donor engagement and resource mobilization strategy.
  • Prepare high-quality written outputs, including donor reports, technical briefings, concept notes, and outreach materials.
  • Ensure coordination across UNEP teams and external partners on methane-related initiatives, facilitating information exchange and alignment of workplans.
  • Provide substantive and logistical support for IMEO Board and Advisory Council meetings, including calendar planning, agenda development, and preparation of technical background materials and presentations.
  • Coordinate with Board and Council members to ensure effective participation and alignment on strategic priorities.
  • Document and disseminate meeting outcomes, including preparation of high-level minutes and publication of governance materials to enhance transparency.
  • Track and support the implementation of governance recommendations and decisions.
  • Support programme monitoring, evaluation, and reporting processes, including tracking key performance indicators and outcomes.
  • Continuously improve governance processes, tools, and documentation to strengthen institutional effectiveness.
  • Lead preparation of high-level briefing materials, policy notes, and technical analyses to support engagement with ministers, senior officials, and multilateral processes.
  • Coordinate IMEO participation in major international events, including Ministerial, summits, and high-level forums, ensuring strategic positioning and consistency of messaging.
  • Plan and execute high-level events, roundtables, and bilateral meetings, including agenda-setting, stakeholder coordination, and post-event follow-up.
  • Represent IMEO and UNEP in international fora to strengthen partnerships, enhance visibility, and support resource mobilization efforts.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Requirements

  • Advanced university degree (Master's degree) in political science, public policy, or environmental policy is required.
  • A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
  • A minimum of five years of progressively responsible experience in programme/partnership coordination with governments and stakeholders from the oil and gas sector on climate-related issues is required.
  • Experience on methane emissions, particularly related to oil and gas sector emissions sources, reporting, and mitigation opportunities, is required.
  • Experience coordinating and engaging with international partnerships, organizations, and/or activities related to methane emissions management globally is required.
  • Experience engaging with senior-level government officials, particularly among Global Methane Pledge Champions (e.g., EU, Canada) is required.
  • Experience with coordination of complex and large global methane projects is required.
  • Experience in managing a geographically dispersed team is required.
  • Experience working within the United Nations system or similar international organization is desirable.
  • Two (2) years or more of experience in data analytics or related area is desirable
  • English and French language proficiency at UN Level III and II respectively is required.
