The Deputy Director, Programme at UNEP leads and advises on technical and functional issues across the operational spectrum to enhance the impact and effectiveness of the Corporate Services Division and UNEP. The role involves overseeing programmatic and administrative tasks, strategic advisory matters including budget and financial management, resource management, donor relations, workforce planning, and supporting intergovernmental budgetary and policy processes.

Responsibilities

  • Advise and assist the Director on technical and functional issues across the operational spectrum to enhance the impact and effectiveness of the Division and UNEP.
  • Assist the Director in overseeing programmatic/administrative tasks necessary for the functioning of the Division, including strategic advisory matters involving preparation/reporting of budgets, financial management, resource management, and donor relations strategy of UNEP, as well as workforce planning and management in the Division.
  • Lead the provision of secretariat services to Budget Steering Committee, providing advice and recommendations to the Executive Director on resource projection, allocation and monitoring of utilization of UNEP’s core and softly earmarked resources.
  • Review periodically the UNEP supplementary Financial Rules to ensure alignment to changes in UN Financial Regulations and Rules and associated internal policy guidance related to budget and financial management.
  • Represent UNEP in the inter-agency Budget and Financial network to ensure UNEP stays abreast of strategic directions and propose interventions fitting UNEP context.
  • Lead and supervise the organization of meetings, seminars, etc. on substantive issues.
  • Manage, guide, develop and train staff under supervision and oversee corporate-wide training activities.
  • Foster teamwork and communication among staff in the Division and across organizational boundaries.
  • Support review and redesign of inter divisional processes addressing process simplification and efficiency while maintaining internal control frameworks.
  • Ensure outputs produced by the Division maintain high-quality standards; reports are clear, objective and based on comprehensive data.
  • Ensure outputs produced by Sections under supervision meet required standards and comply with relevant mandates.
  • Develop and review processes to support preparation of the work programme of the Division, determining priorities, allocating resources for completion of outputs and timely delivery.
  • Plan, direct and coordinate preparation of reports for presentation to intergovernmental bodies such as Committee of Permanent Representatives, UN Environment Assembly, Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, General Assembly and other policy-making organs.
  • Engage with key stakeholders across the UN system to support relevant UN reform and strategic business alliances and initiatives.
  • Lead team members' efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting.
  • Ensure that everyone can discover, access, integrate and share the data they need.

Requirements

  • An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, social sciences, management is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
  • Professional certification in any of the management disciplines is desirable.
  • A minimum of fifteen (15) years of progressively responsible experience in financial management, administration, budget management, and internal control functions is required.
  • This experience must include leadership responsibilities and at least ten (10) years of progressive experience managing Implementing Partners, multi-stakeholder Trust Funds, and financial and budgetary reviews, including adherence to the Financial Regulations and Rules of the United Nations and equivalent that governs Trust Funds management framework.
  • A minimum of five (5) years of demonstrated experience in leading and implementing organization-wide financial strategies is required, which includes overseeing change management initiatives with direct reference to Programme Support Costs (PSC), or equivalent, and reporting to internal and external stakeholders.
  • A minimum of ten (10) years of experience supervising and managing multidisciplinary professional teams in areas related to budget and financial management, is required.
  • A minimum of five (5) years of experience in the application of IPSAS and contributing to IPSAS-related policies and preparing annual financial statements for the United Nations or comparable large international organizations with multiple funding sources is desirable.
  • A minimum of three (3) years of experience directly preparing intergovernmental budgetary and policy processes is desirable, which includes preparing and presenting budgets, financial documentation, and policy proposals to bodies such as UNEA, ACABQ, CPC, and the Fifth Committee, as well as supporting negotiations related to international environmental agreements.
  • A minimum of two (2) years of experience developing and delivering training, guidance, or capacity-building initiatives on financial and legal arrangements for Implementing Partners is desirable.
  • Experience using Enterprise Resource Planning (ERP) systems and Business Intelligence tools for financial management, accounting analysis, management reporting, donor reporting, and data analytics is desirable.
  • Experience in data analytics or related area is desirable.
  • English is required; either French or Spanish is desirable.
