CCAC Senior Programme Specialist

The CCAC Senior Programme Specialist provides senior-level specialist support for the design and management of CCAC programmes, ensuring strategic positioning, effective delivery, and alignment with wider CCAC priorities. The role involves advising on complex partnerships, quality assurance, cross-functional delivery, and identifying emerging opportunities and risks.

Responsibilities

• Provide strategic, programmatic or technical advice for an assigned CCAC portfolio, function, initiative or sector.
• Develop proposals with clear priorities, delivery strategies, workplans, partnership arrangements and measures of success aligned with CCAC objectives and government needs.
• Advise on complex engagement with governments, partner organisations, funders, implementers, experts and other senior stakeholders.
• Support major projects, grants, workstreams or products; ensure effective management of scope, resources, timelines, risks, quality and results.
• Provide quality assurance and advice on high-level strategies, proposals, governance papers, donor products, technical outputs, briefings and communications.
• Present on the CCAC in senior policy, technical and partnership forums and advance agreed priorities through those engagements.
• Identify strategic opportunities, delivery constraints, resource needs and emerging risks and provide clear options and recommendations.
• Mobilize and coordinate expertise across Secretariat functions and partner networks to deliver shared priorities and integrated outcomes.
• Advise on how to strengthen institutional systems and practice, and promote learning and consistent standards across the Secretariat.
• Provide ad hoc strategic support as part of the CCAC Secretariat team.

Requirements

• Advanced university degree (Master's degree or equivalent) in environmental science, engineering, international relations, public policy, development studies, programme or project management, communications, or another field relevant to the assignment is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of 10 years of progressively responsible professional experience in programme or portfolio leadership, climate change, air pollution, sustainable development, international cooperation, communications, science, policy or a related field is required.
• Demonstrated in-depth knowledge of short-lived climate pollutants (SLCPs), also referred to as super pollutants, including their links to climate change, air pollution and sustainable development, is required.
• Extensive experience leading complex multi-stakeholder partnerships, programmes, portfolios or technical workstreams is required.
• Experience advising or engaging senior government officials, international organisations, funders, technical leaders or other senior stakeholders is required.
• Experience providing strategic direction, quality assurance and oversight of complex deliverables and results is required.
• Experience working in an international and developing-country context is required.
• Fluency in English (written and oral) is required.
• Additional knowledge of other UN official languages is an asset.
