The Treasury Associate provides analytical support and services in day-to-day cash management, monitoring imprest cash levels, compliance oversight, and problem solving for local cash management, cash replenishment, petty cash operations, and bank account and signatory management. The role supports Treasury operations to ensure resilient, flexible, and scalable global financial support.

Responsibilities

  • Support Country Offices in having adequate local and hard currency balances to optimally meet operational needs.
  • Provide analytical and modelling support to develop and refine cash-flow forecasting models.
  • Assess and advise on optimal currency positioning for Country Offices.
  • Review and validate replenishment requests for accuracy, completeness, and compliance.
  • Analyze Country Office cash-flow requirements and process EFTs in FIS/Integrity.
  • Develop and maintain monitoring dashboards and tracking reports to identify anomalies and control gaps.
  • Conduct periodic reviews of bank account signatory changes for accuracy and compliance.
  • Run compliance and control reports to verify adherence to UNDP Financial Regulations & Rules and segregation-of-duties.
  • Process and validate bank signatory updates for Zero Balance Accounts.
  • Prepare documentation for management approval and liaise with banking partners.
  • Manage and analyze zero-balance account payment inquiries and resolve ServiceNow inquiries.
  • Process, track, and resolve payment recall requests and investigate returned or rejected payments.
  • Coordinate periodic publication of UN Operational Exchange Rate (UNORE).
  • Collect, validate, and analyze local exchange rates submitted by Country Offices.
  • Execute specialized rate-upload activities and conduct governance of the UNORE calendar.
  • Provide technical oversight of the UNORE SharePoint site and troubleshoot functionality issues.
  • Deliver analytical insights by identifying anomalies in rate submissions and FX fluctuations.
  • Monitor country office compliance with Internal Control Framework and cash management procedures.
  • Perform variance and trend analysis to flag abnormal accumulation of funds.
  • Oversee and analyze Country Office local investment activities for compliance.
  • Identify and follow up on aged petty cash and cash-arrangement exceptions.
  • Support the annual Treasury Certification process with analytical inputs and documentation.
  • Prepare periodic country office/Bureau Cash Management Reviews with analytical insights and KPIs.
  • Design and maintain standardized One-Pager framework for performance reviews.
  • Conduct comparative and cohort analysis across regions and bureaux.
  • Track implementation of recommendations through follow-up and verification.
  • Develop management dashboards and drill-down reports for KPI visualization.
  • Facilitate knowledge sharing and provide contributions to knowledge networks and communities of practice.

Requirements

  • Completion of Secondary Education with specialized certification in Accounting, Finance or Treasury.
  • First level University degree (Bachelor’s Degree) in Finance or Accounting or equivalent field will be given due consideration, but not a requirement.
  • Part-qualified accountants from a recognized institute of accountancy, or relevant Treasury qualification, will have a distinct advantage.
  • Candidates with no professional accountancy qualifications, but with degrees that major in accountancy and/or finance must complete UNDP Finance Training and Certification Programme (FTCP), if recruited.
  • Candidates with no professional accountancy qualifications but with relevant experience must successfully undertake UNDP Accountancy and Finance Test (AFT) before shortlisting, and must complete the UNDP Finance Training and Certification Programme (FTCP), if recruited.
  • Minimum of seven (7) years (with Secondary Education) or four (4) years (with Bachelor’s degree) in corporate treasury, FX operations, banking, or financial analytics.
  • Experience with ERP financial systems (e.g., Oracle).
  • Experience and sound understanding of banking, cash management, global payments system.
  • Advanced proficiency in Excel, BI and database packages.
  • Strong quantitative and analytical skills.
  • Proven knowledge of IPSAS, IFRS and/or GAAP.
  • Demonstrated experience in AI, digital transformation, and process automation.
  • Experience as a collaborative team player with flexibility to work across global time zones.
