See your match score & applyThe Technical Analyst for Youth Empowerment Initiatives will support the implementation, monitoring, and reporting of youth empowerment projects in Indonesia, focusing on youth entrepreneurship, digital skills, and participation in sustainable development. The role involves technical oversight, data analysis, strategic partnership building, and mainstreaming youth empowerment within the UNDP country office portfolio.
Responsibilities
- Coordinate and provide technical oversight for the monitoring of project activities, ensuring systematic assessment of implementation progress against agreed objectives, outputs, indicators, and results frameworks.
- Establish, implement, and continuously strengthen timely reporting mechanisms in line with UNDP corporate requirements, donor agreements, and programme timelines.
- Act as the technical focal point for Youth Empowerment, providing strategic guidance and quality assurance support to implementing partners in compliance with UNDP monitoring, reporting, and results-based management (RBM) policies, procedures, and standards.
- Lead the collection, analysis, and interpretation of project data at national, provincial, and district levels to inform adaptive management, policy dialogue, and strategic decision-making.
- Develop high-quality analytical outputs, including dashboards, data visualizations, geographic maps, and statistical datasets, for internal use and external reporting to government counterparts, UN agencies, donors, and partners.
- Coordinate the strategic communication of results by synthesizing evidence on progress, outcomes, and impacts for presentations, briefs, and stakeholder engagements.
- Integrate gender-responsive and inclusive economic, environmental, and social analysis into research and programme implementation to support policy formulation, programme design, and the development of operational guidelines and tools.
- Oversee the timely documentation of programme results, including the preparation of human-interest stories and case studies that highlight transformative impacts of UNDP-supported interventions.
- Ensure and coordinate the implementation of Youth Ultra Micro Entrepreneurship Empowerment (YUMEE), Youth Digitalization for Employability and Entrepreneurship Program (YDEEP), and other youth related projects at UNDP Indonesia.
- Provision of input for the Human Development and Resilience Governance unit on the needs for evaluation based on the donor agreements.
- Analysis based on data collection for the evaluation process as necessary and requested by independent evaluators.
- Supervise project team and coordinate with project board and the stakeholders to ensure smooth conduct of the evaluation.
- Support to mainstream youth empowerment within UNDP country office to support collaboration and enhancement of country office portfolios.
- Provision of high quality of data and strategic inputs for improving the existing youth empowerment activities.
- Timely implementation of evaluation recommendations.
- Ensure implementation of gender equality accountability framework and Gender equality Results Based management at project level i.e. performance management, gender marker assignment in web-based system, reporting, etc.
- Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
- Provision of support in strengthening cooperation with key stakeholders.
- Support the communication of the Democratic Governance programme/projects in order to facilitate resource mobilization from various sources such as global trust funds, bilateral donors, and the private sector.
- Facilitate information sharing and dialogue within the donor community.
- Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
- Established system and updated documentation of research reports, studies and evaluations are maintained, including collection and documentation of relevant reports from government research bodies, national and international agencies.
- Facilitation and participation in results-oriented monitoring and evaluation training efforts.
- Effective contribution to the network for youth mainstreaming learning and knowledge sharing.
- Ensure that key programme and project results data and promotional material are available to showcase the progress, achievements and impacts of UNDP’s work in the Youth Empowerment area.
- Avoid any kind of discriminatory behavior including gender discrimination and ensure human rights and gender equality is prioritized as an ethical principle within all actions.
- Design and implement activities in accordance with Social and Environmental Standards of UNDP.
- Respect diversities based on ethnicity, age, sexual orientation, disability, religion, class, gender within all implementations including data production.
- Consider differentiated needs of women and men.
- Create an inclusive approach with enabling and accessible setup such as disability, gender, language barrier accommodations.
- Introduce necessary arrangements to provide gender parity within all committees, meetings, trainings etc.
- Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Requirements
- Advanced university degree (master’s degree or equivalent) in Public Policy, Economics, Finance, International Relations, or other related fields is required; or a first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with two (2) additional years of relevant professional experience, will be given due consideration in lieu of a master's degree.
- Applicants with a master’s degree (or equivalent) in a relevant field are not required to have prior professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in programme/project management in the domains of Youth Entrepreneurship or Youth Upskilling & Reskilling, or Youth on Climate Action.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of spreadsheet and database packages.
- Experience working with UNDP or other UN agencies on programming related to sustainable development and the SDGs.
- Demonstrated experience in designing, monitoring, or managing youth empowerment portfolios.
- Proven track record of experience in mobilizing resources/building strategic partnerships across government, the private sector, or civil society.
- Experience of working with the financial institutions, development partners, universities, venture capitals on innovative finance or impact investment.
- Experience in impact investment, emerging markets, and developing economies.
- Experience in supporting the administration of Learning Management Systems or digital learning technology.
- Experience in a supervisory or team leadership capacity including the ability to guide project teams, oversee implementing partners, or coordinate complex evaluation processes with project boards and independent evaluators.
- Fluency in English and Bahasa Indonesia is required.
