The Specialist will manage the implementation of the TARABOT project focused on prevention of violent extremism in Tunisia, providing technical expertise and project leadership. The role involves coordinating activities, managing partnerships, resource mobilization, and knowledge sharing to strengthen social cohesion and prevent violent extremism.

Responsibilities

  • Manage the implementation of the TARABOT project including preparation of annual work plans and coordination of activities in line with UNDP policies and country office priorities.
  • Recruit, supervise and evaluate project staff and consultants.
  • Lead a competent project team providing high-quality technical support.
  • Develop terms of reference and concept notes for planned activities.
  • Prepare periodic project implementation reports including progress, challenges, opportunities and recommendations.
  • Organize and follow up on project Steering Committee meetings and prepare required reports and presentations.
  • Implement monitoring systems for progress, risk registers and documentation updates.
  • Track project progress against defined indicators and revise results framework with Steering Committee approval if necessary.
  • Coordinate evaluations and develop monitoring and improvement systems.
  • Manage project financial resources according to UNDP rules and donor agreements.
  • Ensure compliance with UNDP programming standards including quality assurance and social/environmental standards.
  • Provide substantive technical expertise and support on prevention of violent extremism and social cohesion to UNDP office and national partners including civil society.
  • Contribute to strategic planning and review/evaluation exercises.
  • Ensure integration of cross-cutting themes such as gender, human rights and leaving no one behind.
  • Coordinate development and monitoring of a common UNDP Tunisia strategy on social cohesion strengthening.
  • Coordinate and strengthen strategic partnerships within UN system and with national and international partners.
  • Align UNDP interventions on prevention of violent extremism and social cohesion with key development partners in Tunisia.
  • Establish and strengthen strategic relationships with Tunisian institutional partners including CNLCT and relevant ministries.
  • Identify funding opportunities to support ongoing and new projects on prevention of violent extremism and social cohesion.
  • Maintain good relations with project donors.
  • Coordinate preparation of briefs, concept notes and other project documents according to UNDP rules and donor priorities.
  • Enhance documentation and knowledge production through research and monitoring and evaluation activities.
  • Promote information sharing nationally, regionally and globally through UNDP networks.
  • Collaborate closely with UNDP regional offices for Arab States and Africa on prevention of violent extremism and social cohesion.
  • Identify complementarities and synergies with other UNDP initiatives to include prevention of violent extremism and social cohesion perspectives.
  • Perform other duties as required for efficient functioning of the office and organization.

Requirements

  • Master's Degree or equivalent in social sciences, law, international development, management or related field is required; OR Bachelor's Degree with 2 additional years of experience will be considered.
  • Minimum 7 years of relevant professional experience with a Master's Degree, or 9 years with a Bachelor's Degree in development, prevention of violent extremism, stabilization, social cohesion strengthening, and/or conflict prevention and transformation.
  • Experience in managing development programs or projects.
  • Proven experience in team management.
  • Demonstrated experience in developing and managing institutional partnerships.
  • Proficiency with digital tools and information systems used by UNDP, including Microsoft 365, SharePoint, and information management tools.
  • Familiarity with integrated digital systems (ERP) and generative AI tools.
  • Expertise in security sector reform and/or justice sector is an asset.
  • Previous experience with the United Nations, especially UNDP, is desirable.
  • Experience working in North Africa and/or Middle East region is desirable.
  • Fluency in French (written and oral) and good knowledge of English (written and oral).
  • Knowledge of Arabic is an advantage.
