The Project Specialist (Engineer) will manage and oversee infrastructure activities related to design, supervision, and quality assurance for wastewater infrastructure projects in Serbia. The role involves ensuring projects meet quality standards, managing project implementation, providing expert technical support, and coordinating with national partners and stakeholders.

Responsibilities

  • Ensure effective project management of large infrastructure projects by maintaining delivery of technical, operational, financial and administrative outputs, monitoring progress and evaluation.
  • Provide expert support and quality assurance to large-scale infrastructure projects.
  • Monitor progress and risks in infrastructure projects, ensuring changes are controlled and problems addressed.
  • Quality assurance of all ToRs and Scope of Works for technical documentation and construction works.
  • Manage and coordinate implementation of activities based on project documents, including supervision and guidance of project staff, consultants and experts.
  • Develop detailed project work-plans including activities, roles, responsibilities and milestones.
  • Manage timely and quality implementation of workplan activities and monitor progress.
  • Manage transfer of project deliverables to stakeholders.
  • Monitor expenditures to ensure accuracy and reliability of financial reports.
  • Present periodic updates/reports on project progress to National Project Director (NPD).
  • Establish and maintain working relations with national partners, local institutions and services.
  • Manage contract management activities including overseeing implementation, monitoring execution, ensuring compliance and facilitating communication.
  • Supervise consultants, review and approve technical designs and BoQs, monitor construction works and provide final engineering clearance for payments.
  • Coordinate preparation of terms of reference for complex infrastructure initiatives.
  • Conduct field visits and meetings with partners and beneficiaries during technical documentation development stages.
  • Obtain partner and beneficiary approval for all stages of technical documentation development.
  • Support preparation of tender documentation and execution of tender processes for procurement.
  • Manage project activities requiring engineering interventions and resolve problems or conflicts related to design, materials or quality of work.
  • Provide early warning to NPD of potential problems or critical issues.
  • Liaise with contractors, municipalities and partners on project matters.
  • Collect, analyze and present background information for project annual workplans and progress reports.
  • Provide inputs for project monitoring and evaluation framework.
  • Ensure compliance with project management rules, regulations and policies.
  • Draft correspondence on project engineering issues as required.
  • Analyze new potential risks and define mitigation measures.
  • Prepare and implement monitoring plan with project team support.
  • Perform other tasks as assigned by supervisor.

Requirements

  • Advanced university degree (master’s degree or equivalent) in Civil engineering (including water supply and sewerage engineering) or Mechanical engineering.
  • A first-level university degree (Bachelor´s degree) in Civil engineering (including water supply and sewerage engineering) or Mechanical engineering with additional 5 years of qualifying experience is considered in lieu of master’s degree.
  • Minimum 5 years (with Master´s degree) or minimum 7 years (with Bachelor´s degree) of relevant work experience in infrastructure project management, development of technical designs, and in Civil or Mechanical Engineering.
  • Experience in usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling web-based management systems.
  • Experience in management of infrastructure projects is desired.
  • Experience in monitoring and reporting on designing, technical control and supervision of work is desired.
  • Experience in implementation of donor-funded projects (e.g. KfW, EIB, and other international financing institutions) is desired.
  • Experience in projects requiring knowledge of FIDIC and PRAG procedures is desired.
  • Work experience in international organization and/or government institution is an asset.
  • Work experience with wastewater treatment plants (WWTP) design and/or supervision is an asset.
  • Knowledge of contract management and international procurement process (preferably EU/KfW frameworks) is desirable.
  • Knowledge of national legislation and familiarity with Law on Planning and Construction requirements is desirable.
  • Excellent knowledge of written and spoken Serbian and working knowledge of English.
