The Project Budgeting Analyst will ensure administration, transparent and efficient management of the budget and transactions for the Strengthening MSME Business Membership Organizations in Ukraine: Phase III (2025-2028) Project. The role supports resource management strategies, budget monitoring, financial reporting, and capacity building to enhance project implementation and compliance with UNDP policies.

Responsibilities

  • Ensure the implementation of resource management strategies and adapt processes and procedures focusing on compliance with UNDP rules, regulations, policies, and strategies.
  • Continuously review the project’s resource utilization and support the preparation of forecasts and periodic disbursement requests to be submitted to the donor.
  • Support the development of funding requests and review and approve the funding authorization and expenditure certificate (FACE) from partners as required.
  • Facilitate annual audits and spot-checks and regularly monitor exception reports for unusual activities and transactions.
  • Ensure the management of project budgets focusing on optimal cost recovery, including preparation of budgetary sections of progress reports, forecasts of cash flows, and expenditure reports.
  • Monitor donor contributions and ensure timely disbursements as per work plans.
  • Ensure proper control of project accounts, including analysis and development of proposals for internal expenditure control systems and timely corrective actions on unrecorded vouchers.
  • Ensure proper project cash management, including timely review of cash accounts and preparation of monthly cash flow forecasts.
  • Provide capacity building and knowledge sharing on resource management matters, including capacity building of implementing partners and contributions to knowledge networks and communities of practice.
  • Perform other duties within the functional profile as necessary for efficient functioning of the Office and Organization.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in Finance, Economics, Public Management, Business Administration or other relevant field is required, or a first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in resources and budget management.
  • Proficiency in the usage of computers and office software packages (e.g. MS SharePoint, MS Office: MS Word, Excel, PowerPoint etc.).
  • Proven previous experience in project implementation or budgeting monitoring, knowledge of project cycle will be considered as an advantage.
  • Experience in developing reports for donors within an international organizational context.
  • Experience in a UN agency and /or development sector.
  • Experience with ERP systems.
  • Fluency in English is required.
  • Fluency in Ukrainian is required for national personnel.
