The Project Associate (Finance-Reporting & Field Monitoring) supports the AVCBIII project by ensuring efficient and proper financial monitoring of programme activities, sub-recipients, and field-level activities. The role involves financial planning, internal control, accounting record keeping, financial reporting, and auditing to ensure transparent utilization of project resources in compliance with government and UNDP policies.

Responsibilities

  • Develop and implement financial strategies to ensure compliance with UNDP and Government of Bangladesh financial rules and policies.
  • Monitor cash management processes, reconcile transactions, and manage financial risks.
  • Provide guidance and capacity building to partners and sub-recipients on financial management and reporting.
  • Coordinate with project staff to ensure budgetary control and financial monitoring aligned with project documents.
  • Ensure standard procedures in accounting, resource management, and program organization at project and field offices.
  • Collaborate with Monitoring & Evaluation team to verify financial expenditures against project outputs.
  • Conduct field visits to monitor financial issues and report findings.
  • Monitor quarterly financial expenditures and develop strategies for smooth implementation.
  • Investigate financial anomalies and advise management on corrective measures.
  • Assist in budget revisions and preparation of annual work plans.
  • Ensure uploading of budgets into ERP systems and assist in preparation of progress reports to donors and government.
  • Provide financial analysis and oversight for all project resources and ensure compliance with policies.
  • Monitor disbursement of funds and maintain financial records as per standards.
  • Review financial reports, funding authorizations, and reconcile financial data with delivery reports.
  • Ensure compliance with government tax and VAT regulations.
  • Facilitate audits and financial examinations by government and UNDP.
  • Assess financial management capacities of sub-recipients and develop action plans to address gaps.
  • Prepare cash flow forecasts and harmonize financial reporting practices among partners.
  • Monitor sub-recipient financial information accuracy and support audit processes.
  • Develop and conduct financial training and mentoring for project and partner staff.
  • Contribute to knowledge management and learning strategies related to financial monitoring.
  • Identify and implement improvements in financial processes and procedures.
  • Perform other duties as assigned by supervisors.

Requirements

  • Bachelor's Degree in Finance, Accounting, Business Administration or related field.
  • Minimum 3 years of relevant work experience in financial management, reporting, and monitoring preferably in development projects or international organizations.
  • Experience in financial monitoring of programme activities, sub-recipients, and field-level financial oversight.
  • Knowledge of UNDP and Government of Bangladesh financial rules, regulations, and policies.
  • Experience in budget preparation, financial analysis, and audit facilitation.
  • Ability to develop financial strategies and capacity building for partners and sub-recipients.
  • Proficiency in financial reporting systems and ERP systems.
  • Strong analytical and problem-solving skills.
  • Good communication and coordination skills to work with project staff and partners.
  • Ability to conduct field visits and financial monitoring at decentralized levels.
  • Experience in organizing financial training and knowledge sharing.
  • Familiarity with Harmonized Approach to Cash Transfers (HACT) and donor financial management requirements.
  • Demonstrated ability to work under supervision and as part of a team.
