The Project Associate (Finance and Accounts) is responsible for monitoring and evaluating financial information and status to ensure the validity of expenditures and compliance with regulations. The role ensures effective execution of financial procedures and transparent utilization of project resources related to financial issues as per government and UNDP policies and procedures.

Responsibilities

  • Ensure compliance of financial transactions with UNDP and donor rules, regulations, policies, and procedures.
  • Establish and maintain financial procedures including receipts, payments, disbursements, bookkeeping, and filing for the project.
  • Monitor and analyze the financial situation and present forecasts for management.
  • Prepare quarterly financial reports, monthly cash flow statements, and annual cash flow forecasts.
  • Manage the project budget including creation, monitoring, revisions, and variance analysis in ERP systems.
  • Ensure effective and accurate financial resource management and oversight.
  • Maintain internal controls over financial processes for UNDP and donor funds.
  • Monitor disbursement of funds and implementation of activities according to agreements and regulations.
  • Review financial reports and process advances and reimbursements.
  • Reconcile financial reports with project delivery reports and verify accuracy.
  • Manage petty cash and ensure compliance with government tax and VAT regulations.
  • Support preparation of financial reports for project steering committees and government counterparts.
  • Facilitate financial audits and provide necessary information to auditors.
  • Collaborate with monitoring and evaluation teams to verify financial expenditure against project progress.
  • Investigate financial anomalies and advise supervisors on corrective actions.
  • Organize and conduct financial training for field-level staff.
  • Contribute to financial knowledge management and learning strategies.
  • Identify and implement improvements in financial working processes.
  • Perform other duties as assigned by supervisors.

Requirements

  • Bachelor's degree in finance, accounting, business administration or related field.
  • Minimum 3 years of relevant work experience in finance and accounts, preferably in development projects or international organizations.
  • Experience in financial management, budgeting, and accounting systems.
  • Knowledge of UNDP financial rules, regulations, policies, and procedures is desirable.
  • Proficiency in ERP systems and financial software such as Quantum and General Ledger Journal Entry (GLJE).
  • Ability to prepare financial reports, forecasts, and budget variance analysis.
  • Experience in managing donor funds and compliance with donor requirements.
  • Strong analytical and monitoring skills for financial data and transactions.
  • Good communication and coordination skills to liaise with project teams, government counterparts, and donors.
  • Ability to conduct financial training and knowledge sharing.
  • Familiarity with government tax and VAT rules and regulations.
  • Commitment to internal control systems and audit facilitation.
