See your match score & applyThe Project Analyst will support the implementation of a multi-component project in Uzbekistan focused on integrated planning and financing frameworks, AI-enabled tools for evidence-based planning, and social protection digitalization. The role combines technical analytical work with operational coordination, partner engagement, and reporting to ensure timely and quality delivery of project outcomes.
Responsibilities
- Coordinate the daily implementation of the project across all three components, ensuring activities are delivered on time, within budget, and to the expected quality standards.
- Maintain and update the project work plan, activity schedule, and procurement plan in line with the project document and UNDP rules and procedures.
- Track progress against project indicators and milestones, identify implementation risks and bottlenecks at an early stage, and propose timely mitigation measures to the Programme Analyst.
- Coordinate the work of international and national consultants engaged under the project, including managing inception meetings, reviewing inception notes, monitoring delivery, and ensuring outputs meet contractual and substantive requirements.
- Liaise with the UNDP Uzbekistan Operations Unit on procurement, finance, human resources, and other operational matters affecting project delivery.
- Maintain a complete and well-organized project documentation archive on the UNDP Uzbekistan SharePoint or equivalent platform.
- Contribute substantively to the analytical work of the project, including by drafting concept notes, technical briefs, policy briefs, and presentations on integrated planning and financing frameworks, MPI integration into programme-based budgeting, and digital/analytical tools for social protection.
- Support the design and review of the AI-based prototype tool for financial scenario simulation, in coordination with the national think tank partner and international AI specialists, with particular attention to AI ethics, data protection, and responsible-AI design considerations.
- Support the design and review of the AI-assisted modular dashboards for social protection monitoring, including coordination with the Integrated Social Protection Registry programme and integration with the 2026 State Social Insurance System.
- Conduct and supervise desk research on Uzbekistan's INFF, Green INFF, SDG and Climate Budget Tagging work, NDC implementation, green bond and green sukuk market developments, and social protection digitalization trends.
- Synthesize findings from consultant deliverables into practical, high-quality policy products usable by the Ministry of Economy and Finance and other government counterparts.
- Provide quality assurance review of all consultant deliverables before they are finalized and shared with government counterparts.
- Maintain effective working relationships with government counterparts at the technical level, including the Ministry of Economy and Finance, the Ministry of Employment and Poverty Reduction, the National Agency for Social Protection, the Capital Market Development Agency, the Agency for Strategic Reforms, and the National Statistics Committee.
- Coordinate multi-stakeholder dialogues, workshops, technical working group meetings, and validation events under the project, including agenda development, speaker liaison, briefing preparation, and rapporteurship.
- Support coordination with international financial institutions and development partners active in Uzbekistan's green finance, INFF, and social protection space, including the Islamic Development Bank, the European Bank for Reconstruction and Development, the International Finance Corporation, the Asian Development Bank, and the World Bank.
- Coordinate with the Istanbul Regional Hub (IRH) on the DSFP regional dimension of the project, including facilitating contributions to peer-learning workshops and regional knowledge products.
- Support UNDP Uzbekistan's senior leadership representation at relevant national and international events related to the project's substantive themes, including by preparing speaking notes, briefing materials, and concept presentations.
- Establish and maintain the project's monitoring and evaluation system, including the results framework, indicators, baselines, and means of verification.
- Ensure timely and accurate data collection against project indicators, in coordination with consultants and government counterparts.
- Prepare and submit periodic project progress reports (quarterly and annual) and any ad-hoc reports requested by the Programme Analyst, the Resident Representative's Office, or the Istanbul Regional Hub.
- Document lessons learned, good practices, and case studies generated by the project, and contribute to UNDP Uzbekistan's broader knowledge management efforts.
- Prepare communication materials about the project's results in coordination with the UNDP Uzbekistan Communications Unit, ensuring compliance with UNDP visibility and branding guidelines.
- Deliver a detailed workplan for the Components and budget agreed by all major partners, with Project Board Meeting Minutes shared with all key stakeholders.
- Ensure all team members and consultants are recruited and delivering to schedule, with working relations and lines of communication clarified, agreed, and functional.
- Carry out planned activities in line with timelines and required quality standards defined in the project document, with all updates regularly provided to UNDP and the government.
- Actively contribute to the promotion of gender equality by reaching, involving, and benefiting both women and men in all project activities.
- Organize all workshops in line with the work plan and ensure they are well-documented through workshop reports, meeting reports of the Project Board, and technical inputs prepared in collaboration with experts.
- Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Requirements
- Advanced university degree (master’s degree or equivalent) in Economics, Public Policy, Development Studies, International Relations, Public Finance, International Development, Social Policy or related fields is required.
- A first-level university degree (bachelor’s degree) in the above fields in combination with an additional two (2) years of qualifying experience will be given due consideration in lieu of advanced university degree.
- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in development project coordination, policy advisory work, or programme management in the areas of inclusive growth, public finance, social protection, climate finance, or sustainable development is required.
- Substantive familiarity with integrated national financing frameworks and SDG financing is desired.
- Knowledge of green and sustainable finance, including green bonds and Islamic finance instruments is desired.
- Familiarity with Multidimensional Poverty Index methodology and its application to programme-based budgeting is desired.
- Experience with social protection systems and shock-responsive social protection is desired.
- Knowledge of artificial intelligence and digital tools applied to public-sector decision-making is desired.
- Prior experience with UNDP projects would be an asset.
- Proven experience and knowledge of the country’s institutional framework and policies on employment and labour markets would be desirable.
- Strong analytical, writing, presentation and communication skills/experience is desired.
- Fluency in English and Uzbek is required.
- Good command of Russian is desirable.
