The National Project Coordinator will oversee the implementation of the Small Grants Programme (SGP) at the country level in Yemen, managing the programme team, coordinating with stakeholders, and ensuring effective programme delivery aligned with national environmental priorities. The role involves supervision, programme management, resource mobilization, and knowledge management to support biodiversity conservation and sustainable livelihoods.

Responsibilities

  • Ensure effective management of the SGP Country Programme team including supervision and coaching of the Programme Associate/Assistant.
  • Promote and maintain effective teamwork within the SGP Country Programme team, National Steering Committee members, and with the UNDP CO team.
  • Prepare and implement annual work plan with delivery and co-financing targets; draft annual administrative and project operational budget proposal.
  • Set annual performance parameters and learning objectives for the team, assess performance and provide feedback.
  • Keep abreast of national environmental concerns and socio-economic conditions relevant to SGP work.
  • Formulate and implement the Country Programme Strategy and its periodic review.
  • Manage SGP grant allocations and country operating budget ensuring adherence to procedures and timely use of resources.
  • Exercise quality control over project ideas and monitor programme implementation progress and results.
  • Organize stakeholder workshops and project development sessions for CSOs and local communities.
  • Work closely with CSOs and CBOs to ensure projects fit with SGP Strategic Initiatives and technical guidance.
  • Authorize and manage project planning grants as required.
  • Oversee ongoing SGP grant projects, conduct monitoring field visits, and provide technical and operational support to grantees.
  • Plan and serve as secretary to the National Steering Committee meetings and support project proposal review and approval processes.
  • Foster linkages between SGP and other GEF projects and development partners.
  • Report periodically to the Central Programme Management Team on programme implementation, financial reporting, audit, and update relevant databases.
  • Undertake monitoring and evaluation of SGP Country Programme and projects in coordination with NSC and CPMT.
  • Perform and coordinate administrative tasks adhering to procurement rules and regulations as required.
  • Establish and maintain relationships with stakeholders to promote SGP value and visibility.
  • Develop and implement resource mobilization and partnership strategy to leverage resources and partnerships.
  • Support grantees in securing co-financing and scaling up projects.
  • Document programme/project stories, lessons learned, and best practices.
  • Access and disseminate global and regional knowledge to SGP Country Programme and partners.
  • Support capacity building and networking of grantees for knowledge exchange.
  • Ensure programme results and impacts align with national strategies and contribute to transformational change.
  • Perform other duties as necessary for efficient functioning of the Office and Organization.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in Environmental or Natural Resource Management, Economy, Public Policy, Law, Environmental Economics/Management, Business Administration or a related field is required.
  • A first level university degree (bachelor’s degree) in the above fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant professional experience in managing environment / natural resource management projects / initiatives at national or local levels is required.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems is required.
  • Progressively responsible experience in project or programme management or related area at international and/or national level is desirable.
  • Proven experience in managing and/or providing services for the design, management and monitoring and evaluation of UN/DP Programmes and/or development projects including results-based management a significant advantage.
  • Experience in any of the GEF-SGP thematic areas at the national level highly desirable.
  • Knowledge of strategic programmes and operational policies of UNDP is an asset.
  • Proven experience working in a sensitive environment requiring liaison and collaboration with multiple actors (e.g. NGOs, CSOs, government, etc.) is desired.
  • Fluency in English and Arabic is required.
