See your match score & applyThe Monitoring and Evaluation Associate will design, implement, and coordinate the overall monitoring and evaluation system of the RGDL project to measure objectives achievement, ensure intervention quality, and document successes and lessons learned. The role supports capacity building and reporting to enhance project effectiveness in decentralization governance reform in Chad.
Responsibilities
- Develop and manage monitoring and evaluation tools to measure project results, impacts, and performance.
- Contribute to the establishment of monitoring and evaluation tools for development plans of autonomous local governments (PDC, PIDP).
- Ensure project monitoring and evaluation and compliance with the PTA.
- Produce analytical reports and recommend corrective actions to strengthen project effectiveness.
- Provide technical advice on monitoring, evaluation, and GAR requirements and activities to RGDL project managers.
- Strengthen the capacity of teams and local governments to use monitoring and evaluation tools.
- Support the identification, synthesis, documentation, and dissemination of key lessons learned and good practices from project monitoring and evaluation activities to identify innovative ideas or practices for scaling or replication.
- Perform other tasks related to the functional profile as necessary for the office and organization functioning.
Requirements
- A secondary school diploma is required.
- A university degree (Bachelor's) in statistics, project management, or economics will be duly considered but is not mandatory.
- At least 7 years of professional experience (secondary level) or 4 years of experience (Bachelor's) in a monitoring and evaluation position.
- Proficiency in data management software and mobile data collection methods.
- Excellent writing skills in French, including the ability to draft speeches, in-depth articles, and summary reports.
- Creativity and interpersonal skills.
- Proven experience in implementing local development programs/projects, preferably with UN agencies.
- Good knowledge of the functioning of autonomous local governments in Chad.
- Good knowledge of territorial governance reform in Chad.
- Experience with United Nations values.
- Proven ability to work under pressure and with relative autonomy.
- Excellent writing skills.
- Strong interpersonal skills and ability to work inclusively and collaboratively.
- Fluency in French (spoken and written) is required.
- Good knowledge of English and local languages (Arabic and Sara) is a major asset.
