See your match score & applyThe Monitoring and Evaluation Analyst will develop and implement the M&E framework for the Anti-Corruption Project in Guinea-Bissau, focusing on gender-responsive methodologies to enhance project effectiveness and measure gender-related outcomes. The role involves designing M&E tools, coordinating evaluations, managing project information, capacity development, quality assurance, and reporting to support transparency and accountability efforts.
Responsibilities
- Develop the overall framework for project M&E including annual project reviews, participatory impact assessments, process monitoring, operations monitoring, and lessons learned workshops.
- Formulate key performance indicators and parameters for monitoring project performance and measuring progress towards targets, ensuring integration of gender-sensitive and gender-transformative indicators.
- Design M&E tools and implement monitoring and evaluation of the projects, ensuring updated and high quality of regular reports to PBF.
- Coordinate all external and internal evaluation processes, including drafting of ToR, M&E tools and methodologies.
- Integrate gender-responsive M&E methodologies, ensuring data is systematically disaggregated by sex, age, and vulnerability across all project components.
- Develop and track gender-specific performance indicators aligned with UNDP’s Gender Equality Strategy and the project’s gender equality objectives.
- Liaise with project team to collect and analyze data and determine progress achieved.
- Ensure compliance of project deliverables according to donor standards.
- Track project’s output and outcome level results periodically in coordination with project team.
- Review and compile monitoring reports, project progress reports, evaluation reports, etc.
- Update and maintain the project database, ensuring gender-disaggregated data is consistently recorded and accessible.
- Apply the UNDP Gender Equality Marker (GEM) in all project documentation and reporting, ensuring compliance with UNDP’s Gender Seal requirements.
- Support identification and documentation of good practices and lessons learned promoting gender equality and women’s empowerment.
- Facilitate knowledge sharing and networking on M&E-related focus areas.
- Provide technical support to Implementing Partners on all M&E related activities.
- Support monitoring and evaluation of the effects and impact of the project.
- Assist in coordinating across project components to ensure effective M&E implementation.
- Build capacity of project staff and partners in gender-responsive M&E methodologies.
- Support women-led CSOs and community groups in participatory monitoring exercises.
- Conduct quality reviews of gender-related reporting, verifying accuracy of sex-disaggregated data and integrity of gender equality markers.
- Support development of project annual reporting, Country Office annual report, and review reports from implementing agencies and partners and PBF.
- Work closely with project team to ensure lessons learned from evaluations are documented properly.
- Develop and maintain accurate project database and electronic files on deliverables.
- Undertake quality control of project’s implementing strategies and approaches.
- Ensure UNDP Quantum System platform has all required information timely.
- Ensure all project reports include dedicated sections on gender equality results and progress against gender-specific indicators.
- Work closely with project team and stakeholders to monitor project interventions.
- Share relevant M&E findings among implementing partners and stakeholders.
- Update project risk log and upload documentation into UNDP Quantum system.
- Carry out other M&E duties as assigned by supervisor.
- Contribute to a safe and inclusive working environment promoting gender equality.
Requirements
- Advanced university degree (master's degree or equivalent) in Evaluation, Economics, Public/Business Administration, Social Sciences, Gender Studies, Statistics, Technology or related field is required, OR a first-level university degree (bachelor’s degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in Monitoring and Evaluation or development work.
- Experience in information analysis and report writing.
- Demonstrated experience and good knowledge of Monitoring & Evaluation system design.
- Demonstrated experience in data processing skills.
- Experience in use of computer to present data using graphics, creativity.
- Experience with gender-responsive budgeting (GRB), feminist evaluation approaches, or gender audits in a development or governance context.
- Strong analytical thinking and problem-solving skills/experience.
- Work experience in a team and in an international environment.
- Excellent interpersonal skills with an ability to communicate and engage with project stakeholders.
- Experience working with international organizations, developing country governments, donor agencies and/or NGOs and other civil society groups involved in various sectors of international development.
- Knowledge of gender equality principles, women’s rights frameworks, and UNDP’s Gender Equality Strategy.
- Two (2) years of experience in designing and implementing results measurement systems in the development context at the national or international level, including experience in qualitative and quantitative research methodologies.
- At least two (2) years of experience in extracting relevant findings from data to inform strategic decision-making in the public or private sector.
- Demonstrated experience applying gender-responsive M&E methodologies, including sex-disaggregated data collection and analysis, gender equality marker application, and gender-sensitive indicator design.
- Experience in monitoring projects with a market systems development approach.
- Experience in innovation and technology for inclusive finance.
- Experience in providing training on results measurement systems.
- Fluency in Portuguese and English is required.
