The LGU and Stakeholder Engagement Specialist will lead coordination activities to enhance circular economy practices by local government units (LGUs) in collaboration with private sector and civil society, focusing on youth and gender equality. The role involves technical support, stakeholder engagement, project management, and capacity building within the EU Green Economy Partnership Programme in the Philippines.

Responsibilities

  • Lead and oversee day-to-day project activities ensuring timely delivery as per plan
  • Develop and maintain relationships with key partners and stakeholders including LGUs, private sector, CSOs, and GEDSI groups
  • Provide technical support and capacity building to LGUs on circular economy initiatives
  • Conduct scoping activities, stakeholder mapping, political economy analyses, and develop strategic engagement plans
  • Advise on sequencing and complementarity of project activities and develop LGU-specific work plans
  • Coordinate procurement, contracting, and management of service provisions across project portfolios
  • Ensure financial management compliance with UNDP regulations and proper authorization of expenditures
  • Monitor and report on project activities against established indicators and contribute to MERL system
  • Represent UNDP at relevant meetings, conferences, and events related to the project
  • Facilitate knowledge sharing, advocacy, and capacity building activities
  • Identify opportunities for synergy with other projects and promote UNDP's work and collaboration opportunities
  • Manage project risks and issues and submit reports and information requests as required
  • Perform other duties as necessary for efficient functioning of the office and organization

Requirements

  • Master's Degree with 5 years of experience OR Bachelor's Degree with 7 years of experience
  • Experience in stakeholder engagement, project management, and technical support related to circular economy or green economy initiatives
  • Ability to develop strategic stakeholder engagement plans and conduct political economy analyses
  • Experience in capacity building, training, and knowledge sharing with government, private sector, NGOs, donors, and academia
  • Strong coordination and communication skills to liaise with LGUs, government authorities, CSOs, and private sector
  • Knowledge of UNDP rules, regulations, policies, and procedures including fiduciary, procurement, and environmental safeguards
  • Experience in monitoring, evaluation, reporting, and learning (MERL) systems
  • Ability to prepare technical and financial reports and manage project risks and issues
  • Fluency in English and Filipino
