See your match score & applyThe Information Technology Analyst will act as a main point of contact for IT systems, tools, and practices in provincial and local governments in Nepal. The role involves supporting e-Governance implementation, data management, ICT coordination, quality assurance, reporting, and mainstreaming gender equality and social inclusion in IT and e-Governance programmes.
Responsibilities
- Collaborate to implement e-Governance, data management and ICT at provincial and local levels, including strategic support and guidance on ICT and e-Governance.
- Support planning of PLGSP activities related to e-Governance & ICT and assist in preparation of strategic implementation plans and workplans.
- Support development and harmonization of ICT-based management tools, systems and guidelines at provincial and local levels.
- Facilitate sensitizations on ICT, e-Governance and data management concepts and challenges.
- Develop cross-learning systems between provincial and local governments on e-Governance and ICT.
- Work closely with entities including the e-Governance Commission on ICT and e-Governance work.
- Support development of training modules and packages on IT and e-Governance systems.
- Propose automation solutions for operations business activities.
- Strengthen e-learning and sharing systems in governance among stakeholders.
- Provide oversight and quality assurance on ICT and e-Governance work at provincial and local levels.
- Monitor Innovative Partnerships Fund work related to IT and e-Governance.
- Review work plans and develop result trackers for e-Governance and ICT work.
- Analyze information and provide inputs to annual work plans based on assessments.
- Support introduction of online information management systems and repositories.
- Ensure implementation of corporate ICT security requirements.
- Provide ICT Helpdesk services to provincial and local users.
- Document best practices and lessons learned from provincial and local levels.
- Coordinate with IT and e-Governance Analyst in Programme Coordination Unit to align activities.
- Support development of systems and tools for consolidated data and online reporting.
- Prepare reports relating to ICT and e-Governance for programme monitoring.
- Research and retrieve data for statistical charts, tables and reports.
- Provide ICT and e-Governance related information to programme teams.
- Provide inputs related to IT and e-Governance to GESI Specialist and support implementation of GESI tools.
- Ensure accessibility for women and marginalized groups in ICT and e-Governance systems.
- Facilitate capacity development sessions on GESI-responsive ICT and e-Governance.
- Support dissemination of information and good practices to promote GESI mainstreaming.
- Perform other duties as necessary for efficient functioning of the office and organization.
- Comply strictly with policies, code of conduct, and guidelines on Prevention of Sexual Exploitation and Abuse (PSEA).
- Comply with rules, regulations and policies of Government and UNDP related to ethics and integrity.
Requirements
- Advanced university degree (master's degree or equivalent) in e-Governance, Information and Communication Technology, Computer Science, or any other related field is required.
- A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.
- Applicants with master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of working experience in the area related to information and communication technology and e-governance with introduction of innovative strategies and tools in public service delivery.
- Experience using MS Office (Word, Excel, Power Point etc.) and web-based management and analytical tools.
- Knowledge of developing and implementing ICT strategy, portfolio and project management services, governance, and policies.
- Knowledge of project management principles; PMP or PRINCE2 certification or equivalent desirable.
- Ability to set-up, develop, support, and maintain applications, expertise in Oracle Cloud, ServiceNow, SalesForce.com and Microsoft technology and assets.
- Ability to monitor new and emerging technologies, understand their usage, potential, limitations, impact, and added value.
- Ability to rapidly adopt and use new technologies and empower others to use them as needed.
