Especialista Coordenador(a) de Projetos

The Specialist Project Coordinator will support the general coordination of the Justiça 4.0 program, acting as deputy coordinator to ensure integrated delivery aligned with the objectives of this international technical cooperation. The role includes project management, strategic planning support, coordination of multifunctional teams, and strengthening articulation with key institutions within CNJ and UNDP to guarantee effective and high-impact implementation.

Responsibilities

• Lead, manage, coordinate and develop effective project planning and implementation.
• Co-lead with General Coordination the strategic and technical execution of project actions, coordinating preparation of technical reports and strategic materials for project management, and contributing to effective knowledge transfer to CNJ and UNDP.
• Advise General Coordination on implementation, monitoring and evaluation strategies to strengthen access to Justice, ensuring alignment across areas and efficiency in Justiça 4.0 deliveries.
• Technically evaluate and provide daily follow-up to multidisciplinary teams' work, assisting alignment of technical teams' deliveries with project goals and contributing to development and implementation of technological solutions.
• Supervise and ensure qualification, capacity building and sustainability of technical team management processes, coordinating onboarding, hiring, performance evaluations, competency development and contract renewals, assisting coordination of each project area.
• Develop strategic partnerships.
• Ensure effectiveness of strategic definitions related to hiring and monitoring consultancies, partnerships and contracts within the project, including technical review of terms of reference and monitoring delivered products.
• Coordinate, advise and actively participate in governance agendas with CNJ and UNDP coordination and project partners, leading cooperation strategies, preparing materials and promoting interinstitutional articulation and collaboration agreements.
• Monitor and report progress in project activity implementation and achievement of established goals.
• Supervise technical performance of teams, consultancies, contracts and partnerships, conducting qualitative monitoring of products and goals, ensuring alignment with overall project objectives.
• Facilitate knowledge and capacity development, knowledge sharing and advocacy relevant to designated thematic areas.
• Ensure project reports record results, lessons learned and good practices for broader application.
• Promote advocacy of UNDP work and collaboration opportunities addressing development trends in coordination with project partners, stakeholders and UNDP communications team.
• Lead and strengthen project people and team management.
• Promote integrated leadership and alignment of Justiça 4.0 multidisciplinary teams, fostering a culture of collaboration, innovation, diversity, inclusion and results focus.
• Guide and support technical coordinations in people management, contributing to priority setting, performance management, professional development and strengthening competencies needed to achieve project objectives.
• Foster effective communication, engagement and integration among different teams and work fronts, ensuring articulation between areas and proper organizational change management.
• Identify capacity building and development needs of teams, proposing strategies for talent retention, knowledge sharing and institutional capacity strengthening.
• Support building and maintaining a collaborative, ethical and wellbeing-oriented work environment, contributing to resolving people management and work dynamics challenges.
• Perform other functions within the functional profile necessary for the proper functioning of the Project.

Requirements

• Master's Degree or equivalent in Law, International Relations, Public Management, Administration, Social Sciences, Political Science or related fields is required.
• Bachelor's Degree in the above fields combined with 2 additional years of qualified experience will be duly considered as a substitute for the advanced university degree.
• Minimum 5 years (for Master's) or 7 years (for Bachelor's) of progressively responsible professional experience in coordination, management or implementation of international technical cooperation projects and/or public policies, with work in justice, governance, digital transformation, innovation, institutional development or related areas including strategic planning, institutional articulation, team management and results monitoring.
• Experience supervising and managing multidisciplinary teams.
• Experience in institutional articulation with public bodies and multiple stakeholders.
• Experience in strategic planning and project implementation monitoring.
• Experience in preparing or reviewing technical reports, strategic documents or technical products for senior management.
• Experience using information technology and MS Office suite.
• Experience working with public sector partners, especially the Judiciary.
• Experience in coordination or deputy coordination/management of projects or public policies applied to Justice.
• Experience with monitoring, evaluation and results-based management strategies.
• Experience in institutional articulation with courts, councils or bodies of the Justice System.
• Experience in digital transformation, innovation or technology projects applied to the public sector.
• Experience working with international organizations, especially within the UN system.
• Fluency in Portuguese is required.
• Intermediate level of English is desirable.
