Associé (e) en Développement de la Filière des Matériaux Locaux

The Associate in Development of the Local Materials Sector is responsible for promoting, structuring, and developing the production, transformation, and use of local construction materials to strengthen the local economy, reduce construction costs, mitigate climate change effects, and promote sustainable practices. The role involves strategy development, capacity building, promotion, research, quality control, and coordination with project partners and stakeholders.

Responsibilities

• Develop strategies and support actors in value chains
• Design action plans for sector development
• Define strategies to improve competitiveness and quality of materials
• Propose financing and incentive mechanisms for local materials use
• Contribute to sectoral policy and regulation development
• Support producers and processors in improving processes
• Promote quality standards and norms
• Advise on production, transformation, and storage techniques
• Facilitate access to appropriate equipment and technologies
• Organize training for artisans, entrepreneurs, and technicians
• Develop technical guides and best practice manuals
• Raise awareness on economic and environmental benefits of local materials
• Train project owners and design offices on usage
• Design and implement communication campaigns
• Organize fairs, exhibitions, and technical demonstrations
• Produce promotional documents and case studies
• Promote integration of local materials in public and private markets
• Strengthen links between producers, processors, and users
• Support development of public-private partnerships
• Encourage applied research on local materials
• Test new construction techniques
• Collaborate with universities, research centers, and labs
• Promote innovations adapted to local context
• Ensure compliance with construction norms
• Implement material certification systems
• Supervise technical tests and controls
• Ensure environmental and safety compliance
• Participate and report on audits organized by UNDP
• Support knowledge management and data entry for project performance monitoring
• Coordinate financial management activities at the project level
• Perform other tasks necessary for effective office and organizational functioning

Requirements

• Bachelor's Degree - 4 years experience OR High School certificate - 7 years experience
• Minimum 7 years of relevant professional experience with a high school diploma or 4 years with a bachelor's degree in relevant fields
• Experience and good knowledge in the field of local materials, mapping, availability
• Experience in facilitating dialogue on public-private partnerships
• Experience in implementing value chains and local materials sector
• Experience in innovation integrating digital or renewable energy
• Excellent comparative analysis skills on the use and environmental profitability of local materials
• Experience in setting up databases on development experiments
• Experience in construction standards and local materials
• Project management experience
• Experience in training and facilitating multisectoral actors
• Proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook, internet)
• Ability to work in a multicultural and multidisciplinary team environment
• Fluency in French (written and oral) is required
• Practical knowledge of English is an asset
