The position provides technical assistance to integrate gender perspective in economic, fiscal, energy, climate, and productive policies in Uruguay. It supports three priority lines: climate finance focusing on energy measures, women's economic autonomy and industry decarbonization, and gender and economy, contributing to sustainable inclusive development and gender equality.

Responsibilities

  • Provide technical assistance for effective and substantive integration of gender perspective in analysis, evidence generation, knowledge production, technical monitoring and interinstitutional coordination of priority work lines.
  • Analyze and process quantitative and qualitative information from official statistical sources, administrative records, surveys and sector studies, ensuring disaggregation by sex and other relevant variables.
  • Prepare descriptive analyses, estimates and costing exercises incorporating gender dimension in prioritized mitigation measures focusing on electromobility, industrial energy efficiency and distribution logistics, and hard-to-abate sectors.
  • Analyze gender gaps in women's access to industrial, energy and technological sectors, quality employment, financing and incentive instruments as input to work with MIEM.
  • Contribute to analysis of economic, productive and environmental dimensions of gender gaps including unpaid and care work and links with fiscal, budgetary and public investment policies.
  • Prepare technical notes, policy briefs, reference sheets, reports and presentations translating evidence into actionable inputs for institutional counterparts.
  • Systematize relevant regional and international experiences on gender and just transition, gender and fiscal policy, and time use and care measurement.
  • Prepare gender technical inputs for sector planning documents, gender action plans of vertical funds, programming sheets and results frameworks.
  • Contribute to documentation of lessons learned and knowledge management and support preparation of dissemination materials.
  • Support preparation of terms of reference, review of technical proposals and evaluation of consultancy offers incorporating gender criteria.
  • Monitor consultancy products for methodological consistency and gender data disaggregation.
  • Support monitoring of work plans, schedules and commitments with institutional counterparts.
  • Support preparation, logistics, facilitation and documentation of technical meetings, workshops and interinstitutional spaces including the Interinstitutional Table on Time Use and Care Measurement and the Interinstitutional Technical Group on Economy and Gender.
  • Present technical results and progress to institutional counterparts and technical teams adapting detail and language to audience.
  • Perform other related tasks as required in coordination with Gender Focal Point and Programme Analyst.

Requirements

  • Education secondary complete required; university degree in economics, social sciences, statistics, public policies, development or related fields is valued but not mandatory.
  • Postgraduate training (master's or doctorate) in economics, applied economics, public policies, development, gender or related areas is especially valued.
  • Other training or specialization in public policies and gender studies, or human rights and gender, will also be considered.
  • Complementary training in development economics, sustainable finance, policy evaluation or environmental and climate policies is valued.
  • 6 years of experience with high school diploma or 4 years with university degree in information analysis and design, analysis or evaluation of public policies, programs or projects, and in preparing recommendations and inputs for technical and political decision-making.
  • Proven experience in processing and analyzing quantitative data applied to public policies, including handling microdata and official statistical sources.
  • Proven experience incorporating gender perspective in economic analysis, production or use of statistics, or policy evaluation, demonstrated by concrete products or institutional processes participation.
  • Experience in applied research, diagnostics, conceptual and methodological framework generation, and producing technical documents for technical and non-technical audiences.
  • Desirable: experience working with national public bodies and knowledge of Uruguay's institutional ecosystem.
  • Desirable: experience in sectors related to energy, industry, climate change, transport or just transition.
  • Desirable: experience in cost-benefit analysis, costing measures or program evaluation with social focus.
  • Desirable: experience in technical monitoring of consultancies, projects or interinstitutional processes.
  • Desirable: experience in facilitating work sessions, training or teaching.
  • Skills required: quantitative and qualitative analysis capacity.
  • Skills required: use of statistical packages (Stata, R or others) and data processing and visualization tools.
  • Skills required: preparation of technical reports and knowledge products.
  • Skills required: presentation and facilitation of participatory work sessions.
  • Desirable skills: ability to organize work and manage multiple lines in parallel, teamwork, autonomy, proactivity, flexibility.
  • Desirable skills: use of georeferencing tools (QGIS or others) and technical document editing.
  • Language requirements: Spanish fluency, written and spoken.
  • English reading level to understand technical documentation and participate in international meetings and exchanges.
