See your match score & applyThe Analyst in Monitoring and Evaluation will design, implement, and coordinate the overall monitoring and evaluation system of the RGDL project to measure objectives achievement, ensure intervention quality, and document successes and lessons learned. The role supports capacity building and provides technical advice to project managers and stakeholders involved in decentralization governance reform in Chad.
Responsibilities
- Develop and manage monitoring and evaluation tools to measure project results, impacts, and performance.
- Contribute to the establishment of monitoring and evaluation tools for development plans (PDC, PIDP) of autonomous local governments.
- Ensure monitoring and evaluation of the project and compliance with the PTA.
- Produce analytical reports and recommend corrective actions to strengthen project effectiveness.
- Provide technical advice on monitoring and evaluation and GAR requirements and activities to RGDL project managers.
- Strengthen the capacities of teams and local governments to use monitoring and evaluation tools.
- Support identification, synthesis, documentation, and dissemination of key lessons learned and good practices from monitoring and evaluation activities to identify innovative ideas or practices for scaling or replication.
- Perform other duties within the functional profile as necessary for efficient functioning of the Office and Organization.
Requirements
- A second cycle university degree (master's or equivalent) in statistics, project management, economics, or a related field is required, OR a first cycle university degree (bachelor's) with two additional years of relevant professional experience will be duly considered in lieu of a second cycle degree.
- Candidates with a master's degree in a relevant field are not required to have professional experience.
- Candidates with a bachelor's degree must have at least two years of relevant professional experience at national or international level in monitoring and evaluation.
- Mastery of data management software and mobile data collection methods.
- Excellent writing skills in French (ability to draft speeches, in-depth articles, and summary reports).
- Creativity and interpersonal ease.
- Proven experience in implementing local development programs/projects, preferably with UN agencies.
- Good knowledge of the functioning of autonomous local governments in Chad.
- Good knowledge of territorial governance reform in Chad.
- Integrity: embodies United Nations values.
- Professionalism: ability to work under pressure and with relative autonomy.
- Communication: excellent writing skills.
- Very good interpersonal skills and ability to work inclusively and collaboratively.
- Perfect mastery of French (spoken and written).
- Good knowledge of English and local languages is a major asset.
