Analyste au Projet d’électrification des zones rurales (PEZOR)

The Analyst for the Rural Electrification Project (PEZOR) will ensure planning, operational implementation, technical and administrative management, and monitoring of the PEZOR project in Congo. The role involves providing technical expertise, strategic guidance, quality control, and coordination with government and partners to achieve sustainable energy access in rural areas.

Responsibilities

• Provide technical expertise and strategic guidance to the UNDP Resident Representative and Minister for smooth project implementation and completion.
• Ensure quality control of interventions and provide high-quality advice to the designated Program Director.
• Manage daily project operations.
• Coordinate development and implementation of annual budgeted work plans in close coordination with project stakeholders and project management unit members.
• Supervise and coordinate procurement, human resources, communication, and risk management plans of the project.
• Establish monitoring procedures and systems throughout project activities in consultation with ministry, UNDP, and partners.
• Manage accurate, timely, and high-quality reporting on project progress and achievement of annual objectives to UNDP Senior Management, Ministry of Energy and Hydraulics, and other donors.
• Ensure implementation of project communication activities.
• Organize steering committee and technical committee meetings, prepare agendas, reference documents, and minutes in a timely manner.
• Facilitate consultations with local communities and beneficiaries.
• Supervise provision of efficient services to project stakeholders as needed.
• Monitor budget execution and accounting to ensure accuracy and reliability of project expenditures and consistent application of UNDP rules and regulations.
• Manage financial resource requests through advances, direct payments, or reimbursements using authorization of financing and expenditure ordering (FACE).
• Monitor contracts, payments, procurement, and financial commitments.
• Ensure compliance with national, UNDP, and donor procedures.
• Coordinate preparation of financial reports to UNDP as needed.
• Coordinate project staff, technical teams, consultants, partners, companies, and study offices.
• Develop terms of reference for consultations and short-term employment.
• Set performance objectives and standards and provide timely feedback, advice, and support for optimal performance.
• Conduct performance evaluation of project management staff.
• Ensure identification, mobilization, and coordination of inputs and deliverables from technical experts.
• Coordinate technical support activities and involvement of national technical experts.
• Ensure technical products are delivered according to plans and highest technical standards.
• Review and validate quality of technical products.
• Establish, maintain, and facilitate strategic dialogue between UNDP staff, project staff, and government officials at central and local levels in project activity areas.
• Provide technical advice, draft documents/notes/proposals on project technical orientation.
• Ensure project systematically strengthens stakeholder capacities through innovation, best practices, knowledge access, and expertise application.
• Promote information sharing and collaboration within project team and with government partners and UNDP.
• Support staff skills development through coaching and mentoring.
• Support communication on program progress.
• Ensure lessons learned from project implementation are captured and disseminated.
• Facilitate project representation and/or participation in international knowledge networks to exploit and share best practices and lessons learned.

Requirements

• A Master's Degree or equivalent in energy management, engineering, project management, development economics, environment or natural resources management, economics, public policy, law, environmental economics/management, business administration, or related field is required.
• A Bachelor's Degree in the above fields with two additional years of qualifying experience will be considered if a Master's Degree is not held.
• At least 2 years (with a Master's) or 4 years (with a Bachelor's) of relevant professional experience in project/environment/natural resource management or energy/infrastructure project management and coordination at national or local levels is required.
• Experience with increasing levels of responsibility in project or program management or related fields at international and/or national levels is desirable.
• Proven experience in management and/or delivery of services for design, management, monitoring and evaluation of UNDP development programs/projects, including results-based management, is a major asset.
• Experience in thematic areas of the GEF PMF at national level is highly desirable.
• Knowledge of UNDP strategic programs and operational policies is an asset.
• Proven experience working in sensitive environments requiring collaboration with multiple stakeholders (NGOs, CSOs, governments, etc.) is desirable.
• Experience with international donors is desirable.
• Excellent organizational and writing skills.
• Fluency in French is required.
• Working knowledge of English is an asset.
