See your match score & applyThe Administration and Finance Analyst will be responsible for day-to-day financial management, administration, and operational support of the project. The role ensures effective and transparent utilization of financial resources, compliance with UNDP rules and regulations, and integrates principles of Gender Equality, Social Inclusion, and Protection from Sexual Exploitation and Abuse into all operational activities.
Responsibilities
- Manage day-to-day financial operations ensuring compliance with UNDP rules, regulations, policies, and procedures.
- Process payment requests, disbursements, and travel claims accurately within the UNDP ERP system.
- Maintain internal expenditure control system and monitor financial exception reports.
- Monitor project budgets and expenditures in cooperation with the Project Manager.
- Conduct financial analysis of budget performance and support preparation of financial forecasts and disbursement requests.
- Prepare financial statements, bank reconciliations, and consolidated reports for Project Board, donors, and Country Office.
- Support development of funding requests, grant negotiations, and amendments.
- Facilitate programme audits and investigations and ensure implementation of audit recommendations.
- Conduct regular field visits to ensure financial compliance and provide monitoring support for implementing partners and sub-recipients.
- Prepare and monitor programme budgets and implement cost recovery mechanisms.
- Maintain internal controls to ensure transactions are correctly coded against budget lines and donor agreements.
- Prepare budget reviews, financial forecasts, and justifications for budget reallocations or reprogramming requests.
- Prepare cash flow forecasts and monitor donor contributions.
- Manage transaction processing, cash receipts, petty cash, and maintain audit-ready finance records.
- Support knowledge building and sharing in monitoring and evaluation.
- Develop partnerships and maintain relationships with national, provincial partners, donors, technical partners, and UN agencies.
- Support capacity development through trainings, coaching, mentoring, and transition strategies.
- Participate in UNDP and external networks/forums to promote the programme.
- Conduct training on financial management and oversight.
- Ensure effective administration and operational management of the project.
- Coordinate procurement activities and maintain procurement tracking system.
- Support recruitment processes for project personnel and consultants.
- Coordinate travel arrangements and logistics for project personnel and stakeholders.
- Organize project meetings, workshops, trainings, and field missions.
- Maintain project asset and inventory records and ensure proper utilization and disposal.
- Ensure effective records management and maintain organized filing systems.
- Monitor validity and renewal of project contracts, agreements, leases, and service arrangements.
- Support preparation and monitoring of project work plans, procurement plans, HR plans, and operational plans.
- Coordinate with UNDP operations units and service providers for administrative and operational support.
- Identify operational risks and recommend mitigation measures.
- Support project closure activities including asset disposal, records archiving, contract closure, and administrative reporting.
- Ensure environmental sustainability, accessibility, safeguarding, and GESI considerations are integrated into project operations.
- Mainstream GESI in budget, Annual Work Plan, procurement and HR plans, and all administrative work.
- Promote gender equality and social inclusion throughout programme implementation.
- Collaborate with team members and partners to ensure safe programme implementation applying Do No Harm approach.
- Promote respectful, inclusive, and safe workplace culture supporting Do No Harm principles.
- Assist in collecting and reporting gender-disaggregated data related to project administration, procurements, and event participation.
Requirements
- Master's Degree in Finance and/or Accounting or a professional accounting qualification from an internationally accredited institute of accountancy is required.
- A first-level university degree (bachelor’s degree) in Finance and/or Accounting with a minimum of two years of working experience in administration and finance is acceptable.
- Candidates with professional accounting qualifications have a distinct advantage.
- Candidates without professional accountancy qualifications but with degrees majoring in accountancy and/or finance must complete the Finance Training and Certification Programme (FTCP) if recruited.
- Candidates with MBA or master’s in finance without accountancy qualification but with relevant experience must successfully undertake the UNDP Advanced Accountancy and Finance Test (AAFT) to be eligible for shortlisting.
- Applicants with master’s degree are not required to have professional work experience.
- Experience managing donor-funded projects, preferably with UN agencies, international organizations, or development partners.
- Experience supporting audits, investigations, and implementation of audit recommendations.
- Proven experience in financial reporting, budget preparation, monitoring, cash flow forecasting, and expenditure analysis.
- Experience and knowledge of UN or UNDP or Development organization’s Financial Management, rules, regulations, policies and procedures.
- Experience coordinating administrative and operational activities for multi-stakeholder projects.
- Experience organizing workshops, meetings, trainings, conferences, and field missions.
- Experience coordinating travel arrangements, logistics, accommodation, and event management.
- Proven track record of sound understanding of Gender Equality and Social Inclusion, diversity issues.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management and financial ERP packages system.
- Solid experience working with multi-cultured groups and systems in high-pressure environments.
- Familiarity with client relationships with international organizations, national governments and civil society.
- Demonstrated ability to ensure compliance with financial regulations, internal control procedures, and audit standards.
- Experience of IPSAS and/or IFRS.
- Fluency in written and spoken English and Nepali.
