The Programme Analyst provides substantive technical and programmatic support for the effective implementation, coordination, monitoring and reporting of the EU4GE Phase III programme in Armenia. The role involves programme planning, policy dialogue, partnership development, knowledge management, results-based management, monitoring and reporting, ensuring compliance with UN Women policies and donor requirements.

Responsibilities

  • Provide substantive technical support to the implementation and coordination of the EU4Gender Equality (EU4GE) Phase III Programme.
  • Coordinate and support the effective implementation of programme activities in Armenia in line with the approved workplan, results framework and donor commitments.
  • Ensure timely delivery of programme outputs under the three programme pillars: strengthening public institutions, empowering civil society and communities, and engaging the private sector to promote gender equality and eliminate discriminatory social norms.
  • Coordinate implementation with UNFPA, government counterparts, civil society organizations, private sector partners, academia, media and other implementing partners.
  • Identify implementation challenges and propose timely technical and operational solutions to ensure achievement of programme results.
  • Ensure programme implementation complies with UN Women policies, procedures and donor requirements.
  • Manage programme implementation and partnerships.
  • Coordinate the implementation of agreements with responsible parties and implementing partners.
  • Monitor partners' implementation progress, budgets and contractual obligations, ensuring quality and timely delivery of agreed outputs.
  • Review narrative and financial reports submitted by implementing partners and provide technical feedback to strengthen programme performance.
  • Coordinate calls for proposals, partner selection processes, partner assessments and capacity assessments, as required.
  • Maintain effective working relationships with national institutions, civil society organizations, youth networks, women's organizations, academia, media and private sector partners.
  • Provide technical support and capacity development.
  • Provide technical advice to programme partners on gender-transformative programming.
  • Support government institutions and other stakeholders in strengthening gender-responsive policies, services and institutional practices.
  • Organize and facilitate technical meetings, consultations, workshops, trainings and learning events.
  • Develop technical guidance, tools and knowledge products to support programme implementation.
  • Identify capacity development needs and coordinate technical assistance to programme partners.
  • Monitor programme implementation and results.
  • Monitor implementation progress against annual workplans, budgets and results frameworks using Results-Based Management principles.
  • Track programme indicators, milestones and deliverables, ensuring timely identification of implementation risks and bottlenecks.
  • Conduct monitoring visits and document programme achievements, lessons learned and emerging challenges.
  • Prepare high-quality progress reports, briefing notes and substantive inputs for donor and corporate reporting.
  • Support programme evaluations, reviews and learning exercises, and facilitate the application of recommendations.
  • Support programme planning, financial management and quality assurance.
  • Monitor programme budget implementation and expenditure trends, identifying potential under- or over-expenditure and recommending corrective actions.
  • Support annual work planning, budget revisions and forecasting in collaboration with programme and operations colleagues.
  • Ensure timely completion of programme management processes in accordance with UN Women financial and programme management procedures.
  • Contribute to quality assurance of programme activities, deliverables and reporting.
  • Contribute to advocacy, communications and knowledge management.
  • Contribute to the implementation of programme communication and visibility activities in accordance with EU and UN Women communication requirements.
  • Develop knowledge products, policy briefs, presentations, success stories and communication materials highlighting programme achievements and lessons learned.
  • Support advocacy initiatives promoting gender equality, elimination of gender stereotypes, prevention of gender-based violence and women's economic empowerment.
  • Document and disseminate good practices and innovations emerging from programme implementation at national and regional levels.
  • Support regional collaboration and knowledge exchange.
  • Contribute to regional coordination, peer learning and exchange of experiences across participating countries.
  • Support regional meetings, knowledge-sharing initiatives and documentation of promising practices.
  • Facilitate communication between country and regional programme teams to ensure coherence and alignment across the programme.
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements

  • Master's degree or equivalent in gender studies, social sciences, international development, human rights, public policy, political science, sociology, economics, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an asset.
  • At least 2 years (with a Master's degree) or 4 years (with a Bachelor's degree) of progressively responsible professional experience in programme management and implementation in the areas of gender equality, women's empowerment, prevention of gender-based violence, social norms transformation, women's economic empowerment, human rights, or governance.
  • Demonstrated experience in implementing and coordinating complex, multi-stakeholder development programmes funded by bilateral or multilateral donors, preferably European Union-funded programmes.
  • Experience applying Results-Based Management (RBM) principles, monitoring programme performance, and preparing high-quality donor and programme reports.
  • Experience working with government institutions, civil society organizations, women's rights organizations, youth organizations, academia, media, private sector actors, UN agencies and development partners.
  • Experience managing partnerships and grants with implementing partners, including proposal review, partner capacity assessments, monitoring implementation, and reviewing narrative and financial reports.
  • Experience organizing and facilitating technical consultations, trainings, workshops, conferences, advocacy events and knowledge-sharing initiatives.
  • Experience contributing to policy dialogue, strategic partnerships, advocacy, knowledge management and communication on gender equality and women's empowerment.
  • Experience supporting programme planning, financial monitoring and implementation of donor-funded projects is required.
  • Experience working within the United Nations system or another international organization is an asset.
  • Fluency in English and Armenian languages is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
