The Partnership Development and Coordination Specialist ASEAN will lead the ASEAN engagement strategy for UN Women, coordinating with regional thematic leads and country offices to support gender-transformative results in Southeast Asia. The role involves building strategic partnerships, coordinating monitoring and reporting, and supporting resource mobilization efforts aligned with ASEAN and UN Women priorities.

Responsibilities

  • Provide overall guidance to the UN Women ASEAN and Regional team shaping programmes supporting ASEAN's efforts to achieve gender-transformative results in alignment with regional and national priorities
  • Advance UN Women’s engagement strategy with ASEAN, including strategic positioning of UN Women’s partnership with ASEAN and ASEAN Member States in the region
  • Provide coordination support to enhance coherence of UN Women’s strategic engagement with ASEAN as well as identify new entry points within the regional and country offices across the region
  • Maintain the critical relationships and partnerships with the ASEAN Secretariat, ASEAN institutions and Member States to advance the gender equality agenda
  • Support UN Women in identifying new and emerging areas to elevate partnerships with the ASEAN Secretariat, ASEAN Centers and Institutions at the regional to open opportunities for strategic collaboration between ASEAN, UN and ASEAN Dialogue Partners in the areas to advance gender equality and gender transformative results
  • Lead the process of identifying and synthesizing of good practices and lessons learned from the implementation of ASEAN-UN Women joint programming and contribute to UN/UN Women’s global dissemination
  • Promote exchange of knowledge and best practices on engagement with regional platform such as ASEAN to achieve gender transformative results
  • Provide strategic planning support for regional and country offices in the ASEAN region on strategies and work planning
  • Expand and support to ensure synergies and coherence between ASEAN’s priorities and existing regional and national programmes/projects
  • Support to the ROAP Senior Management and Country Representative and Liaison to ASEAN on analysis and monitoring of trends, opportunities and challenges related to gender equality and women’s empowerment, including gender transformative results in regional and national policies, women’s leadership and participation across all three dimensions of sustainable development
  • Build and maintain strategic partnerships with ASEAN, civil society and ASEAN dialogue partners
  • Support the strengthening of UN coordination and partnership with a view to advocating for prioritization of women’s empowerment and gender equality in the implementation of the UN-ASEAN Plan of Action with a focus on UN Women’s strategic contributions
  • Engage with ASEAN sectoral bodies and the work in all three pillars on areas of mutual interest, including but not limited to develop and implement a joint work programme with ASEAN aligning with the UN-ASEAN Plan of Action
  • Support UN Women in developing and maintaining strategic partnerships at the regional and global level with dialogue partners to advance transformative gender equality results in ASEAN and ASEAN Member States
  • Coordinate and advance partnerships with civil society, primarily women’s organizations and key regional stakeholders to support the development and implementation of ASEAN regional and national strategies and initiatives
  • Coordinate monitoring and reporting of the ASEAN portfolio
  • Review and recommend programme monitoring standards, criteria and other indicators for measuring and assessing progress/results of relevant programmes in the UN Women Regional Office for Asia and the Pacific Strategic Note
  • Coordinate with the Regional Office and Country Offices the overall monitoring of progress against mutually agreed results frameworks and performance indicators
  • Gather information and coordinate the preparation of reports on progress of programme implementation and donor engagement, including technical reports and periodic (quarterly/annual) progress reports
  • Contribute to - as required - any technical support in the preparation of audits and evaluations
  • Support in developing and implementing resource mobilization strategies
  • Identify resource mobilization opportunities jointly with the ASEAN bodies and Dialogue Partners, to ensure continuation and implementation of planned areas of work
  • Provide technical support to the development of resource mobilization strategies and proposal writing
  • Foster and strengthen partnerships with ASEAN Dialogue partners based in Jakarta and foster linking these to country-level partnerships with these Member States and Embassies across ASEAN
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation

Requirements

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification would be an added advantage
  • At least 7 years of progressively responsible experience in programme development and coordination including resource mobilization, partnership building and stakeholder engagement is required
  • Experience in working on women’s empowerment and/or human rights is required
  • Proven ability to lead and guide the development of regional programmes and demonstrated experience engaging in intergovernmental processes in Asia-Pacific, particularly within organizations such as ASEAN, is an asset
  • Demonstrated experience facilitating multi-stakeholder collaboration and partnerships among ASEAN government representatives is an asset
  • Knowledge and practical experience of applying innovative tools and approaches for partnership, networking and in program cycle is an advantage
  • Experience in policy analysis, strategic planning, and advocacy with intergovernmental or regional bodies is required
  • Experience in knowledge management and institutional capacity development is required
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable
  • Fluency in English and Bahasa Indonesian is required
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish)
