See your match score & applyThe National Expert on Gender-Responsive Budgeting (GRB) will support UN Women in strengthening GRB capacities by designing and delivering trainings, providing technical assistance to Ministries of Finance and line ministries, and contributing to gender-responsive policy and budgeting processes in Bosnia and Herzegovina. The role involves consultancy work with a focus on advancing gender equality through public finance management and capacity building.
Responsibilities
- Develop a detailed consultancy workplan with a timeline (Gantt chart), outlining key activities and overall methodology and approach for the consultancy, including linkages between gender analysis, policy, planning, budgeting and results.
- Develop clear, measurable indicators to track progress and results of the consultancy activities, aligned with UN Women’s programme framework.
- Conduct consultations with the project team to ensure alignment with programme priorities and expectations.
- Design and/or adapt to existing UN Women training curricula for two introductory and two advanced GRB trainings.
- Prepare comprehensive training materials, including presentations, case studies and practical exercises, aligned with the project’s results framework and indicators.
- Deliver two introductory and two advanced GRB trainings for civil servants at different levels of government, in coordination with UN Women.
- Facilitate pre- and post-trainings evaluation to assess learning outcomes.
- Prepare training reports, including participant lists, evaluation results, and key observations.
- Provide ongoing technical support to Ministries of Finance and line ministries to support the mainstreaming of gender perspectives in budgetary processes.
- Share bi-weekly email updates with the UN Women team outlining progress, key developments, challenges and follow-up steps.
- Participate in follow-up meetings with the UN Women team, as required, to discuss progress and adjust support as needed.
- Prepare and submit a final consultancy report summarizing the technical support provided, key achievements, challenges encountered, recommendations, and overall results of the assignment.
Requirements
- Master’s degree in economics, public finance, social sciences or another relevant field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of 5 years of relevant professional experience in gender equality, public finance management, public sector reform, or related areas.
- Demonstrated technical expertise in government public finance policies and processes and GRB, including knowledge of budget processes, gender analysis in public finance, and GRB methodologies and tools, evidenced through at least four (4) similar assignments involving training design and/or delivery.
- At least 5 years of experience in designing and delivering trainings, presentations, or facilitated learning sessions for adult audiences, including civil servants and technical staff, in multicultural and multi-stakeholder environments.
- Working/consulting experience with government institutions and international organizations/projects will be considered an asset.
- Fluency in Bosnian/Croatian/Serbian and English language is required.
