National Consultant - Capacity Development for Beitunia Emergency Shelter

The consultant will provide specialized capacity-building training to Beitunia Emergency Shelter’s staff and women social counsellors to enhance their ability to provide gender-responsive, inclusive, and survivor-centered services. The assignment includes strengthening implementation of Standard Operating Procedures, case management, and management of cases involving women users of drugs and women sex workers associated with suicide attempts.

Responsibilities

• Develop an inception report including a detailed work plan, methodology, training approach and timeline for review and approval by UN Women.
• Design a practical capacity-building training programme tailored to the needs of the shelter’s staff and social counsellors working with women users of drugs and women sex workers.
• Meet with UN Women’s technical team, Ministry of Social Development, and Beitunia Emergency Shelter representatives to discuss objectives, methodology, training needs and deliverables.
• Develop training materials and conduct pre- and post-training evaluations.
• Deliver six days of capacity-building training on SoPs application, case management, gender responsive and inclusive service provision, suicidal risks and suicide attempts, admission and health screening procedures, referral mechanisms, medical terminologies and examinations, and substance abuse treatment approaches.
• Submit a training report including key findings of evaluations and recommendations.
• Submit a final narrative report describing the assignment, achievements, methodology, lessons learned and recommendations with annexes including meeting dates and participants.

Requirements

• A master’s degree in social science, public health, gender, development, human rights, criminology, sociology or related discipline is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 3 years of working experience in the field of violence against women, protection, and women’s rights is required.
• Experience in the management of cases of women survivors of violence is required.
• Experience in delivering capacity building training, preferably in the field of case management for women survivors of violence is required.
• Experience with at least one group of the two targeted groups (women users of drugs and women sex workers) is desirable.
• Experience with the UN system or/and International Organizations is desirable.
• Experience with the Ministry of Social Development (MoSD) or the justice system is desirable.
• A sample of capacity-building training material and a report, preferably related to the protection of women survivors of violence, shall be attached as part of the application.
• Fluency in Arabic is required.
• Working knowledge of English is required.
