See your match score & applyThe Monitoring and Evaluation Specialist will support and strengthen monitoring, evaluation and reporting processes and systems of the Dare to Care regional programme. The consultant will develop M&E tools, build capacity of implementing partners, and foster a data-driven M&E culture, working under the direct supervision of the Regional Programme Manager.
Responsibilities
- Develop the monitoring systems of the DTC regional programme, identifying gaps, redundancies, and new opportunities.
- Monitor programme results (outputs and outcomes) by collecting and analyzing data for the indicators established in the programme.
- Monitor the timely and efficient completion of programme activities that are planned to lead to results.
- Update the programmes’ performance measurement framework as needed.
- Provide timely and quality submission of data, analysed reports, field trends on M&E.
- Maintain a results-oriented database of all programmes information and results accessible to internal and external evaluators as per UN Women rules and procedures.
- Serve as a focal point for baseline and end line surveys based on key indicators and strategies approved in the programme document.
- Provide substantive inputs to the implementation of annual work plans for the programmes with effective operational strategies, clear deliverables, annual targets with indicators and milestones.
- Identify and facilitate documentation of evidence based good practices on M&E of the programme.
- Provide technical support and inputs to the annual progress reports of the programme for the programme donors and to finalize the package of the end-of-programme report of the ‘Men and Women for Gender Equality’ regional programme.
- Provide M&E support for the effective results-based implementation and monitoring of the community-based interventions of the DTC programme in Egypt, Morocco and Jordan.
- Develop baselines and M&E system for the youth-serving institutions partnering with UN Women under the DTC programme in Egypt, Morocco, Jordan and Tunisia.
- Build capacity on M&E for UN Women’s partner organisations under the DTC regional programme.
- Monitor progresses and impact of the regional social mobilization campaign targeting youth to increase unpaid care of men and boys.
- Support the development of M&E systems for other key programme interventions and partnerships, as needed.
- Provide advice and technical assistance on M&E to the DTC programme team as needed.
Requirements
- Master’s degree or equivalent in Monitoring and Evaluation, International Development, Gender/Women’s Studies, International Relations, Social Sciences or related fields is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- At least 7 years of professional experience in Monitoring and Evaluation for international development programmes or projects and/or related field is required.
- Experience working in Monitoring and Evaluation for gender equality and women’s empowerment programmes or projects, and analytic work experience in gender and masculinities is required.
- In-depth understanding of cultural nuances involved in gender norms and masculinities in the Arab region is required.
- Proven experience working and cooperating with a myriad of stakeholders and partners, including government, private sector, civil society, international organizations and grassroots organizations is required.
- Previous experience working for the UN system is desirable.
- Fluency in English and Arabic languages is required.
- Knowledge of French language is desirable.
