International Consultant / Evaluator for the Final Evaluation of the UN Women Project: Women’s Increased Leadership for Democracy in Georgia (WILD)

The consultant will conduct the final external evaluation of the UN Women project "Women’s Increased Leadership for Democracy in Georgia" (WILD). The evaluation will assess the project's relevance, effectiveness, efficiency, sustainability, and impact on gender equality and women's empowerment in Georgia, providing actionable recommendations for future programming.

Responsibilities

• Conduct the evaluation's Conduct phase including desk review, inception meetings, and development of inception report with evaluation methodology and data collection plan.
• Carry out data collection jointly with national consultants through interviews, focus groups, and field missions.
• Analyze collected data and prepare the final evaluation report.
• Organize validation meetings to review and finalize the evaluation report with UN Women and the Evaluation Reference Group.
• Ensure the evaluation adheres to UN Women and UNEG quality standards and ethical guidelines.
• Support participatory and inclusive evaluation processes involving key stakeholders.
• Provide actionable recommendations for future programmatic developments and project up-scaling.

Requirements

• Master's Degree with 5 years of experience OR Bachelor's Degree with 7 years of experience.
• Experience in governance, national planning, gender equality, and women's empowerment projects.
• Familiarity with evaluation methodologies including mixed quantitative and qualitative research methods.
• Ability to reconstruct and validate theories of change for project outcomes.
• Experience conducting interviews and focus group discussions with diverse stakeholders.
• Capacity to develop sampling frames and ensure data quality, reliability, and validity.
• Knowledge of human rights and gender equality principles in evaluation.
• Familiarity with UN Women evaluation guidelines, UNEG Norms and Standards, and UN-SWAP Evaluation Performance Indicator.
• Strong analytical and reporting skills to deliver final evaluation reports.
• Fluency in English.
