See your match score & applyThe Gender in Humanitarian Action Programme and Coordination Analyst is responsible for coordinating gender in humanitarian action programming in Cox’s Bazar, supporting Women’s Peace and Humanitarian Fund projects, gender-responsive climate action, and disaster risk reduction initiatives. The role includes technical and coordination support, monitoring, reporting, financial and personnel management, and inter-agency coordination in the humanitarian response context.
Responsibilities
- Provide technical inputs to humanitarian action programme strategies and annual plans, including the Joint Response Plan.
- Provide technical support to mobilize resources for humanitarian action initiatives, including liaison with the WPHF Secretariat on current and future support.
- Contribute written inputs for humanitarian action proposals, identifying priority areas for technical support and intervention.
- Coordinate relationships with GiHA partners to support implementation and expansion of the GiHA work, raise potential problems as propose solutions.
- Support the implementation of humanitarian action projects and activities, in line with the UN Women Bangladesh Strategic Note 2022-2027 and WPHF project documents.
- Provide substantive inputs to budget planning, budget revisions, and expenditure tracking.
- Establish and maintain systems for project planning, implementation, risk management and documentation with partners.
- Support calls for proposals, partner selection processes, and partner capacity assessments, as relevant.
- Coordinate regularly with the WPHF Secretariat and the DD/CC/HA team in the country office for the planning and implementation of the WPHF projects and the WPHF Steering Committee meetings.
- Provide technical support to partners and oversee the implementation of project activities, including WPHF.
- Identify opportunities for capacity building of partners, and facilitate technical support, training, and other capacity development initiatives.
- Coordinate and support capacity building initiatives for sectors and humanitarian actors on gender-responsive humanitarian action, including on gender mainstreaming tools such as the Gender and Age Marker.
- Provide technical guidance and supervision to the GiHA team, including the Knowledge and Information Management Officer, Programme Associate and consultants as assigned, supporting performance management.
- Monitor progress on humanitarian action activities, results, and indicators as well as finances using results-based management tools.
- Monitor the implementation of project activities by responsible partners.
- Gather inputs for and provide substantive inputs for UN Women and donor reporting, including the WPHF annual progress reports.
- Support GiHA Chapter monitoring missions and engagement in the field.
- Coordinate the effective functioning of the GiHA Chapter in Cox’s Bazar, including work planning, facilitation of meetings and related follow-up and documentation.
- Contribute to the national GiHA work planning processes and provide reports to the national GiHA WG.
- Provide technical inputs to inter-agency coordination platforms (RCP, UNRR and relevant sectors and cross-cutting working groups) to advance gender-responsive humanitarian action.
- Liaise with the DWA in Cox’s Bazar.
- Document and disseminate promising practices and lessons learned, and support the development of GiHA knowledge products and guidance notes.
- Facilitate cross-learning and exchange of promising practices between the national GiHA WG and the Cox’s Bazar GiHA Chapter.
- Support the preparation of GiHA analytical and situation reports, including contributions to inter-sectoral situation assessments, reports, and communications through the Cox’s Bazar GiHA Chapter and in coordination with the National GiHA Working Group.
- Contribute GiHA inputs to strategies, plans, and recommendations prepared by the Rohingya Coordination Platform (RCP).
- Coordinate GiHA-related advocacy and communications initiatives.
- Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Requirements
- Master’s degree or equivalent in gender/women’s studies, public administration, law, human rights, gender equality, social sciences or other related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
- At least two years of progressively responsible work experience at the national or sub-national level in development and/or humanitarian programme implementation, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in gender equality programming in humanitarian settings is required.
- Experience in managing projects implemented by local women-led organizations is required.
- Experience in coordinating inter-agency coordination mechanisms in humanitarian crisis contexts is required.
- Experience in the Rohingya refugee response is desirable.
- Experience coordinating and liaising with government actors is desirable.
- Experience leading and managing personnel in international settings is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Fluency in English and Bengali is required.
- Knowledge of Chittagonian or Rohingya is an asset.
