The Consultant will provide demand-driven technical and coordination support to advance the care economy agenda in Viet Nam. This includes policy analysis, technical advice, capacity-building support, research, stakeholder coordination, and linkages with regional and global care initiatives under a retainer contract.

Responsibilities

  • Provide evidence-based policy analysis and technical advice to integrate gender-responsive care considerations into relevant laws, policies, strategies, programmes and implementation processes at national and subnational levels.
  • Review and provide substantive inputs and recommendations on legal and policy documents, strategies, guidelines, programmes and other technical materials related to unpaid care and domestic work, paid care services, care employment, long-term care, childcare and the broader care economy.
  • Support the development and implementation of gender-responsive policies and programmes that recognize, reduce and redistribute unpaid care work and promote the reward and representation of paid care workers.
  • Provide technical support for policy dialogues, consultations, technical meetings and regional or international processes related to care, including relevant APEC Women and the Economy Forum processes.
  • Advise UN Women and its partners on relevant international standards, normative frameworks, emerging policy issues and good practices concerning gender-responsive, accessible and sustainable care systems.
  • Provide care-related technical inputs to UN Women’s programme development, advocacy and resource mobilization efforts, including concept notes, project proposals and reports.
  • Coordinate with government agencies, civil society, private sector and other stakeholders to advance the care economy agenda.
  • Support capacity-building activities and knowledge generation on care economy issues.

Requirements

  • Master's degree in social sciences, gender studies, public policy, economics, or related fields.
  • At least 7 years of relevant professional experience in gender equality, care economy, social policy, or related areas.
  • Proven experience in policy analysis, technical advice, and programme support related to gender-responsive care systems.
  • Experience working with government agencies, UN agencies, or development partners in Viet Nam or similar contexts.
  • Strong knowledge of gender equality frameworks, care economy issues, and relevant international standards and normative frameworks.
  • Excellent communication and coordination skills to work with multiple stakeholders.
  • Ability to provide technical inputs for programme development, advocacy, and resource mobilization.
  • Experience in organizing and facilitating policy dialogues, consultations, and technical meetings.
  • Fluency in English and Vietnamese is required.
