See your match score & applyThe consultant will prepare a detailed report assessing the current status, structure, operations, and roadmap for establishing a National Technology Transfer Office (NTTO) in Palestine. The role involves reviewing legal and regulatory frameworks, benchmarking international best practices, identifying gaps, and proposing actionable recommendations to support the effective establishment and operation of the NTTO.
Responsibilities
- Propose a detailed version of the report’s outline to the designated ESCWA focal point.
- Review existing legal and regulatory framework and policies related to innovation and technology transfer.
- Review relevant national and institutional legal frameworks and policies relevant to innovation and technology transfer systems.
- Review international and regional best practices in developing NTTOs to benchmark Palestine.
- Examine the situation in other Arab countries with established NTTOs and their legal and regulatory systems.
- Identify gaps in laws, regulations and policies to enable a more effective environment for innovation and technology transfer.
- Suggest the needed office structure, main functions, and expected role of relevant stakeholders based on best practices.
- Suggest an actionable roadmap including the structure, sustainability, and liaison network of the NTTO.
- Clarify the relation of the NTTO role within the national technology transfer system in Palestine.
- Present the report findings in a national workshop and update the report based on feedback.
- Ensure gender equality and youth integration considerations throughout the research work using gender-sensitive language.
Requirements
- A Master's degree in law, or technology field is required.
- A Ph.D. is an advantage.
- All candidates must submit a copy of the required educational degree.
- Incomplete applications will not be reviewed.
- At least, 10 years of professional experience in research including 5 years in the field of technology / innovation / technology transfer is required.
- Previous experience in working with international organizations is desirable.
- Fluency in Arabic and English is required (fluent in speak, read, write, and understand).
