Strengthening the recording of hazardous events, impacts, damages and losses in Colombia

The consultancy aims to strengthen the collection, systematization, and consolidation of information on hazardous events, damages, and losses in Colombia, focusing on the 2026–2027 El Niño event. The consultant will develop a consolidated database, analyze disaster impacts, identify information gaps, and provide recommendations to improve national disaster impact monitoring and recording mechanisms.

Responsibilities

• Collect, systematize and consolidate information on hazardous events, damages and/or losses in Colombia following UNDRR methodology and DELTA Resilience system structure.
• Coordinate with relevant subnational and/or sectoral entities responsible for disaster damage and loss information to identify sources and strengthen institutional coordination.
• Document methodological challenges related to monitoring and quantification of impacts associated with the 2026–2027 El Niño event.
• Develop a consolidated database and analyze the impacts of the 2026–2027 El Niño event in Colombia.
• Identify information gaps, lessons learned and opportunities to strengthen national impact monitoring and recording mechanisms, with attention to data disaggregation by gender and disability, triggering mechanisms, cascading effects and integration into DELTA Resilience system.
• Prepare technical reports, PowerPoint presentations, and a case study documenting Colombia's experience for dissemination through UNDRR's knowledge repository.
• Support the presentation of main results through a webinar.

Requirements

• Advanced university degree in engineering, geography, environmental sciences, disaster risk management, statistics, economics, territorial planning or another related field is required.
• A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of five (5) years of experience in the collection, analysis and/or estimation of disaster damages and losses is required.
• Experience in database management and analysis is required.
• Experience working with government institutions responsible for disaster risk reduction is desirable.
• Experience with national disaster information systems is desirable.
• Fluency in Spanish is required.
• Knowledge of English or French is desired.
