Senior Joint Operations Officer

The Senior Joint Operations Officer within the Joint Operations Center of MONUSCO in Kinshasa is responsible for situational awareness, crisis management, and operational coordination. The role involves advising leadership, coordinating information products, managing the Joint Operations Centre, supporting crisis response, and leading strategic and operational planning related to peace and security.

Responsibilities

• Advise Leadership on UN joint coordination structures and integrated situational awareness in the assigned operational area.
• Coordinate with all relevant sections to ensure accuracy, consistency and quality of information products such as operational reports and situation reports.
• Directly coordinate and supervise the work of the Joint Operations Centre including preparing, implementing and monitoring the JOC work plan and managing JOC Staff.
• Coordinate with Troop Contributing Countries and Police Contributing Countries on joint mission planning, logistics, CASEVACs, and MEDIVACs.
• Organize and manage first response to crises and support crisis management mechanisms during crisis situations.
• Lead monitoring, research and analysis of developments related to peace and security to inform policy and strategy.
• Prepare analytical and strategic documents including reports, briefing notes, and concept papers to inform senior leadership decision-making.
• Develop and implement strategies and coordinate operational support related to early warning, conflict prevention, disarmament, mediation, conflict resolution, and peacebuilding.
• Oversee drafting of speeches, press releases, publications and other public communication materials including social media.
• Lead monitoring, verification and reporting of violations of peace agreements.
• Ensure integration of rights-based, gender, youth, environmental, and climate security perspectives into policy and operational recommendations.
• Plan, coordinate and organize programmatic activities including coordination mechanisms, support for peace initiatives, capacity building activities, workshops, conferences, field missions, and diplomatic engagements.
• Oversee budgeting, project implementation, reporting, administrative and recruitment processes for the Section.
• Provide backstopping support for UN peace operations and offices away from headquarters.
• Establish and maintain working relationships with UN partners, international and regional organizations, host governments, and other stakeholders on peace and security issues.
• Represent the UN in meetings, conferences, working groups and other engagements as required.
• Promote organizational learning and knowledge sharing by leading collection, analysis and dissemination of lessons learned and best practices.
• Manage and coordinate the activities of the team including hiring, training, assigning tasks and responsibilities, and ensuring deadlines are met.
• Plan and manage required resources to implement responsibilities, projects, and activities.

Requirements

• Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, social sciences, anthropology, law, public administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution, electoral affairs, civil affairs, or other relevant areas is required.
• Previous experience with both JOC and JMAC works in a peacekeeping setting is required.
• Previous experience working in the Great Lakes area of Africa is required.
• Extensive experience advising Senior Leadership and supporting/managing crisis is desirable.
• English and French are required at UN Level III and UN Level II respectively for reading, writing, listening, and speaking.
