Programme Management Officer (Investment Management-One-Organisation Enablement), P4

This position supports organizational development at the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund (UNJSPF) to facilitate the implementation of Total Portfolio Approach best practices. The Programme Management Officer plans and coordinates the One-Organisation Enablement project to strengthen enterprise-wide decision-making and governance.

Responsibilities

• Plan and coordinate the delivery of the One-Organisation Enablement project, including workplans, milestones, deliverables, risks, resources and consultant budgets.
• Support governance, engagement and decision-making frameworks across investment, operations and governance functions, including delegated-authority structures and accountability mechanisms, to support total-fund outcomes.
• Analyze the application of total portfolio principles within the Fund's governance, regulatory and operating environment and recommend practical solutions.
• Coordinate development of the TPA Mindset framework, change-management materials, KPI/KRI structures and related documentation.
• Support the review and standardization of performance measurement practices, including team and individual KPIs and peer benchmarking.
• Monitor project delivery and change effectiveness, conduct governance and quarterly review processes, capture lessons learned and implement corrective actions.
• Coordinate training and coaching for OIM leadership and teams on the TPA mindset and governance processes.
• Develop system maps of key stakeholders, decision forums and information flows across asset-liability management, the reference portfolio and implementation functions.
• Prepare presentations, briefings and reporting materials for governance bodies, including the Investments Committee and Pension Board.
• Maintain governance records, audit-ready documentation and decision trails for project deliverables.
• Provide strategic analysis and executive reporting on organizational readiness, accountability, delegated authorities and change management.
• Performs other related duties as required.

Requirements

• An advanced university degree (Master's degree or equivalent) in business administration, finance, investment management, organizational management or a related field is required.
• A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
• A minimum of seven years of progressively responsible experience in project or programme management, investment, organizational change, governance or a related area is required.
• Experience managing business-driven programmes in the financial services, preferably at an asset owner with similar profile as UNJSPF, is required.
• Experience delivering organizational or governance transformation in institutional or client engagements is required.
• Experience with stakeholder engagement, organizational culture change and the design of key performance and key risk indicators in complex, multi-stakeholder institutional environments is desirable.
• Experience developing or overseeing governance frameworks, RACI matrices and delegated-authority arrangements is desirable.
• English language proficiency at UN Level II for reading, writing, listening and speaking is required.
