The Principal Coordination Officer will support the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator in Afghanistan by overseeing the Integrated Office's substantive work programme, managing activities, coordinating with UN entities, and leading staff under the Development pillar. The role involves strategic planning, resource mobilization, and coordination in a complex humanitarian-development-peace nexus context.

Responsibilities

  • Supports the DSRSG/RC/HC in carrying out his/her duties.
  • Formulates and implements the substantive work programme of the Integrated Office under his/her supervision.
  • Oversees the management of activities undertaken by the Integrated Office, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office, and with other organizations of the United Nations System, as appropriate.
  • Leads, supervises and carries out the work programme of the Integrated Office under his/her responsibility.
  • Oversees and co-ordinates the work carried out by different work units under the Integrated Office and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others, including on the overall aid coordination architecture, various accountability mechanisms, resource mobilization and engagement with the international community, strategy and policy development as well as on cross-pillar humanitarian-development-peace coordination.
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Leads and coordinates overall management of the Integrated Office of the DSRSG/RC/HC to ensure efficient and effective substantive coordination support to the Integrated Office and UNCT and adherence to organizational policies and procedures.
  • Supervises and provides guidance to a compliment of staff in relevant sections.
  • Ensures that the outputs produced by the Integrated Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
  • Ensures that all outputs produced by the Units under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Assists the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator (DSRSG/RC/HC) in preparing the work programme of the Integrated Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Integrated Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical balance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Integrated Office and across organizational boundaries.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues.
  • Manages the substantive preparation and organization of such meetings or seminars.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Represents the Integrated Office at international, regional or national meetings.
  • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting.
  • Ensures that everyone can discover, access, integrate and share the data they need.

Requirements

  • An advanced university degree (Master's degree, or equivalent) in business or public administration, finance, sustainable development, education, social sciences or related area or related fields is required.
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least fifteen years of experience in strategic planning, sustainable development policy, project/programme management, and resource mobilization in the context of development cooperation or related area are required.
  • A minimum of five years of experience in conflict, post-conflict or transitional settings is required.
  • Experience in humanitarian/development/peace nexus coordination is required.
  • Relevant experience in the United Nations system or a comparable international organization is required.
  • Experience in coordinating external partnerships in a development or transition context is required.
  • Prior recent work experience in Afghanistan is desirable.
  • English is required at UN Level III proficiency in reading, writing, listening, and speaking.
  • French is desirable at UN Level I proficiency in reading, writing, listening, and speaking.
