See your match score & applyThe Partnerships Officer supports the UN Resident Coordinator Office in N'Djamena, Chad, by providing advice and support for strategic partnerships to advance the Sustainable Development Goals (SDGs). The role involves coordinating partnerships with civil society, private sector, and other stakeholders, supporting resource mobilization, and contributing to knowledge management and capacity development related to partnerships.
Responsibilities
- Assist with substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, private sector and others for SDG achievement.
- Provide advice on development and implementation of the UN Partnership Strategy aligned with the UN Sustainable Development Cooperation Framework and national priorities.
- Support UNCT working groups or platforms for effective implementation, monitoring and assessment of partnership strategy.
- Conduct liaison and coordination with UN entities at country, regional and HQ levels to define value propositions for local UN partnerships.
- Serve as key entry point for external stakeholders seeking guidance on partnering with UNCT.
- Build strong interface with development partners, government, private sector, civil society and other partners.
- Provide substantive support to Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships and suggest mitigation measures.
- Provide inputs on due diligence processes of potential investment and partnership opportunities.
- Support development and implementation of locally tailored partnerships.
- Serve as liaison to DRC Global Compact Local Networks and promote UN Global Compact principles where no local network exists.
- Participate in joint partnership and resource mobilization initiatives and support management of pooled funds including Peacebuilding Fund.
- Support development and implementation of resource mobilization strategies and initiatives for Cooperation Framework priorities.
- Monitor and analyze existing resource mobilization partnerships and relationships including donors and private sector.
- Support UNCT in analysis of funding streams and preparation of proposals.
- Support design of joint programmes for resource mobilization and coordination during implementation.
- Advise on corporate policies relating to effective management of resources and pooled funds.
- Assist in establishment and management of country-based SDG Fund in collaboration with UN Multi-Partner Trust Fund Office.
- Work closely with Resident Coordinator Office economist and UN Country Team finance experts to promote partnerships supporting financing for SDGs.
- Provide advice on partnership opportunities to drive financing for development aligned with national frameworks.
- Prepare briefing papers and discussion points on partnership issues related to financing for development.
- Contribute to advocacy, communications and dialogues with partners to improve development assistance policies and practice.
- Ensure effective engagement of private sector, civil society and development partners to develop partnerships around SDG financing.
- Design and execute innovative proposals to strengthen UNCT engagement and generate financial resources for SDGs.
- Contribute to knowledge management and capacity development relating to partnerships and resource mobilization at country level.
- Promote collaboration, innovation, good practices, lessons learned and opportunities through participation in communities of practice and knowledge networks.
- Research, analyze and present best practices and lessons learned from UN partnership initiatives.
- Support UNCT with knowledge repository of potential donors at national and sub-national levels.
- Monitor and analyze best practices and successful models of SDG partnerships and resource mobilization.
- Provide advice on global/corporate guidelines, tools and materials related to partnerships and donor engagement.
- Keep abreast of emerging innovative approaches in partnerships, resource mobilization and donor engagement and propose new ways of working.
- Reflect on work processes and generate knowledge valuable to others in the Resident Coordinator system and UN Country Teams.
- Work closely with Data Analyst and Communications officers on data, M&E, reporting, analytics and communication.
Requirements
- Advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education or related area is required.
- A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
- A minimum of five (5) years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of development cooperation or related area is required.
- Experience of developing strategic partnerships across government, private sector and civil society organizations is required.
- Experience of inclusion strategies that promote Gender equality, youth participation and inclusion of persons with disability is desirable.
- Experience in designing and implementing partnerships is required.
- Experience of resources mobilization strategies is required.
- Experience in UN interagency coordination is desirable.
- Experience in promoting knowledge management in the context of development cooperation is desirable.
- Experience of applied partnerships in one or more of the following areas – Food systems, Digital transformation, Jobs and social protection, energy, climate action and of Public-Private partnerships is desirable.
- Experience in preparing project/programme proposals is required.
- Work experience of two (2) years or more in data analytics or a related area is desirable.
- French and Arabic are required at UN Level II for reading, writing, listening and speaking.
