The Partnerships Officer supports the UN Resident Coordinator Office in Kinshasa by providing strategic support for partnerships with civil society, private sector, and other stakeholders to advance the Sustainable Development Goals (SDGs). The role involves coordination, resource mobilization, knowledge management, and advising on partnership strategies aligned with national priorities and the UN Sustainable Development Cooperation Framework.

Responsibilities

  • Provide substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, private sector and others for SDG achievement.
  • Advise on development and implementation of UN Partnership Strategy aligned with UN Sustainable Development Cooperation Framework and national priorities.
  • Support UNCT working groups and committees for effective implementation, monitoring and assessment of partnership strategy.
  • Conduct liaison and coordination with UN entities at country, regional and HQ levels to define value propositions for local UN partnerships.
  • Serve as key entry point for external stakeholders seeking guidance on partnering with UNCT.
  • Build strong interface with development partners, government, private sector, civil society and other non-traditional partners.
  • Provide substantive support to Resident Coordinator and UNCT on risks, opportunities and mitigation measures related to partnerships.
  • Provide inputs on due diligence processes for potential investment and partnership opportunities.
  • Support development and implementation of locally tailored partnerships.
  • Serve as liaison to DRC Global Compact Local Networks and strengthen local UN engagement with private sector actors.
  • Participate in joint partnership and resource mobilization initiatives and support management of pooled funds including Peacebuilding Fund.
  • Support development and implementation of resource mobilization strategies and initiatives for Cooperation Framework priorities.
  • Monitor and analyze resource mobilization partnerships and funding streams.
  • Support preparation of Funding Framework of UN Sustainable Development Cooperation Framework.
  • Support design and coordination of joint programmes for resource mobilization.
  • Advise on corporate policies relating to effective management of resources and pooled funds.
  • Assist in establishment and management of country-based SDG Fund.
  • Work closely with Resident Coordinator Office economist and UN Country Team finance experts to promote partnerships supporting financing for SDGs.
  • Prepare briefing papers and discussion points on partnership issues related to financing for development.
  • Contribute to advocacy, communications and dialogues with partners to improve development assistance policies and practice.
  • Ensure effective engagement of private sector, civil society and development partners around SDG financing.
  • Design and execute innovative proposals to strengthen UNCT engagement and generate financial resources for SDGs.
  • Contribute to knowledge management and capacity development relating to partnerships and resource mobilization.
  • Promote collaboration, innovation, good practices, lessons learned and opportunities through participation in communities of practice and knowledge networks.
  • Research and present best practices and lessons learned from UN partnership initiatives.
  • Support UNCT with knowledge repository of potential donors at national and sub-national levels.
  • Monitor and analyze best practices and successful models of SDG partnerships and resource mobilization.
  • Provide advice on global/corporate guidelines, tools and materials related to partnerships and donor engagement.
  • Keep abreast of emerging innovative approaches in partnerships and resource mobilization and propose new ways of working.
  • Reflect on work processes and generate knowledge valuable to RC system and UN Country Teams.
  • Work closely with Data Analyst and Communications officers on data, M&E, reporting, analytics and communication.

Requirements

  • Advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education or related area is required.
  • A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Successful completion of degree and nondegree programs in data analytics, business analytics or data science is an advantage.
  • A minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, resource mobilization in development cooperation or related area is required.
  • Experience developing strategic partnerships across government, private sector and civil society organizations is required.
  • Experience of inclusion strategies promoting gender equality, youth participation and inclusion of persons with disability is desirable.
  • Experience in designing and implementing partnerships is required.
  • Experience of resource mobilization strategies is required.
  • Experience in UN interagency coordination is desirable.
  • Experience in promoting knowledge management in development cooperation is desirable.
  • Experience of applied partnerships in agriculture and food systems, digital transformation, jobs and social protection, climate action and biodiversity, humanitarian, and public-private partnerships is desirable.
  • Experience in supporting financing of SDGs is desirable.
  • Work experience of two years or more in data analytics or related area is desirable.
  • English and French at UN Level II for reading, writing, listening and speaking is required.
